Organizational Context

 

Central African Republic

Over the past months, the Central African Republic Red Cross has developed a comprehensive NSD plan that reflets the ambition identified in its Strategic development plan. The CAR RC has ongoing initiatives on NSD linked to the localization Alliance and financial sustainability, leadership, strengthening good governance, leadership and accountability at all levels and branch development. These ongoinginitiatives and other planned initiatives are captured in the CAR RC 2024 Unified Plan.

Chad

The Chad Red Cross is currently discussing with partners to identify National Society Development priorities, which must be captured in the ongoing Unified Planning. The capacity needs of the Chad Red Cross, cuts across strengthening governance and accountability, Human Resources, Management, branch capacity building with focus on branch level competencies (BDRTs), strengthening branch leadership and branch infrastructure and logistics.

 

Job Purpose

 

Coordinating NSD at de country level in close collaboration with Movement partners and in support of the Head of Delegation (HoD). This includes coordination with Partner National Societies (PNSs) and the international Committee of the de Red Cross (ICRC).

Operationalizing the Pan African Initiatives on NSD and PAC 10 outcome priority actions, including the NSD/Transformation plan, financial sustainability, and localization alliance in Chad and the Central African Republic (CAR).

Developing and implementing strategies to protect, retain, and ensure the visibility of volunteers and youth within the CRCA and CRT.

Facilitating peer-to-peer exchanges amongst National Societies to support these initiatives.

Scope of Work

The tasks and responsibility outlined will be conducted in a mix of remote working and on-site field missions (as determined by the Head of Delegation and National Societies Leadership). The geographical scope covers the Central African Republic and Chad with potential support to other NSD priorities in the African Region as identified by the IFRC Regional Office.

 

Job Duties and Responsibilities

 

Disseminating NS statues among the governance of branches, partners, and public authorities

Training governance members on leadership and good governance practices

Revitalizing and restructuring branches to ensure the participation of women and youth, focusing on their inclusion in governance structures.

Addressing the NSD aspects in response to the ongoing population movement in Chad, while exploring additional funding opportunities such as NSIA and CBF.

Prioritizing NSD aspects in response to the ongoing Health System Strengthening project and the expanded Programme on Immunization in the CAR.

Develop and implement a comprehensive plan based on BOCA result from 3 branches in CAR, focusing on financial and branch development plans.

Explore and apply for funding through the multipurpose CBF grant, leveraging its increased budget capacity to apply for funding of BOCA and branch development plans for targeted branches in CAR.

Support the planning and implementation of commercial first aid initiatives in CAR in line with NSIA recommendations.

Assist with budgeting aspects related to the National Society Development (NSD) plan and the localization Alliance framework.

Collaborate in the budgeting process for the NSD Plan for CAR within the Localization Alliance framework, coordinating with relevant stakeholders (MOH, Netherlands RC, French RC and ICRC).

Engage with the ICRC, French RC, Luxemburg RC, Italian RC in developing a comprehensive NSD plan and budget for Chad RC.

Promoting the Movement’s online training platforms within youth groups and networks

Implementing a youth engagement and management policy across all level of the National Societies (NS), including the establishment of à volunteer database.

Deliverable:

  • An actionable branch development plan based on BOCA finding.
  • A multi-purpose proposal submitted to the CBF.
  • An implementation strategy for the commercial first aid program.
  • Comprehensive NSD plans finalized and developed.

 

Education

 

University degree in project management or social sciences, international relations, or equivalent

 

Experience

 

Relevant experience on project and budget management.

Experience in organizational development, National Society capacity building, and training facilitation.

Proficiency in grant writing and knowledge of funding application processes.

Experience in developing and implementing first aid program.

Proficiency in budget planning and management.

Fluent spoken and written in French and English
