Result of Service

The ultimate result of service for this consultancy will be to develop and submit a plan containing timeline for stakeholder meetings and focus groups, complete desk review and data collection, hold consultation meetings with relevant national stakeholders, complete and submit first draft of the input into the Strategy to lead consultant and then to ESCWA for review and comments, present the first draft of the input to the strategy relating to the inequality pillar at a national consultation workshop, and submit the second draft of the input (maximum of 10 pages) to the Strategy to ESCWA and MOP for review and clearance.

Duties and Responsibilities

Background:

In response to a request for technical advisory services received form the Institute of Planning which is under the Ministry of Planning in Libya, ESCWA, in coordination with the National Committee for Sustainable Development which is affiliated to the Institute of Planning, embarked in January 2022 on implementing a technical cooperation programme that responds to the request and focusses on institutionalizing the principles of social justice into national development processes and aims at the development of a National Strategy for Social Justice in Libya.

In this context and recognizing the need to develop a comprehensive national social justice strategy, the Libyan Planning Institute requested technical assistance from ESCWA to draft a national social justice strategy.

To this end, a number of workshops and technical meetings were held with the Libyan counterparts to discuss the means and mechanisms for achieving social justice and equality and the use of technical tools developed by the Social Justice team at ESCWA in order to support member states in transforming the conceptual framework of the principles of social justice into national development programmes and action that leads to the reduction of socio-economic inequalities and the creation of inclusive societies. An intensive working session was held in February 2023 to discuss the development of the national strategy for social justice in general and agree on: 1) the formulation of the logical framework, 2) define the vision, identify the goals, targeted results and measurement indicators, 3) agree on the main stakeholders to be consulted; 4) agree on timelines for completion and for institutionalizing the strategy at the national level, 5) specify the technical support needed from ESCWA, and 6) specify the main components and pillars of the strategy.

Duties and Responsibilities:

ESCWA is soliciting the services of a national consultant from Libya who shall be tasked with undertaking the following:

o Contributing to developing the main pillars of the Libyan National Strategy on Social Justice, to defining its vision, objectives, programs and measurement indicators, and agreeing on its logical framework in accordance with what was agreed in the meeting titled “Technical Meeting on Developing the National Strategy om Social Justice in Libya” held in Beirut from 8-10 February 2023, particularly as stipulated in the agreed timeline and strategy template.
o Participating in online and/or in-person working sessions with ESCWA and other members of the strategy development team, as needed.
o Developing a timeline for stakeholder meetings and focus groups to be conducted.
o Organizing, coordinating and leading stakeholder meetings and focus groups and gathering data and results in written format to be included in the text of the strategy.
o Based on the recommendations of the “Technical Meeting on Developing the National Strategy om Social Justice in Libya” held in Beirut from 8-10 February 2023, and in line with the agreed upon timeline for contributions, draft the background note that addresses the inequality pillar of the strategy and conduct a desk review and analysis of available and pertinent material and data.
o Coordinating with national stakeholders and undertake national consultation meetings as needed with representatives of relevant ministries, governmental and non-governmental bodies, civil society, and other concerned stakeholders.
o Presenting the first draft of the background note related to the pillar on inequality of the strategy at a national consultation meeting organized jointly by ESCWA and Ministry of Planning for comments and discussion.
o Revising the draft background note in light of the comments received during the national consultation and submit the final draft after two weeks of the meeting.
o Informing the team leader to seek approval of ESCWA if any changes in the timeline and dates of submission of assignment occur.

The United Nations shall be entitled to all intellectual property and other proprietary rights including, but not limited to, patents, copyrights, and trademarks, with regard to products, processes, inventions, ideas, know-how, or documents and other materials which the Consultant has developed for the United Nations under the Contract. All manuscripts produced by the consultant will contain a standard statement on ESCWA’s copyrights.

Qualifications/special skills

An advanced university degree in social, economic or development studies, political sciences, public administration or any other related field is required.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.
A minimum of 5 years of professional work experience at the national level in various socio-economic issues, such as social development, socio-economic inequalities, social policies, and poverty is required.
Experience in drafting policies and strategies is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in Arabic is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
