Background
UNDP Indonesia and the Ministry of Health have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020- 2025 Health Governance Initiative (HEART) Program that focus on the support to strengthen Indonesia’s health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at approximately USD 70 million.
The Health Governance Programme has two outputs: (i) By 2025, strengthened national policy and institutional environment that is governing access to affordable medicines through evidence based and multisector collaborations. (ii) By 2025, the performance of national programmes is improved and
positively impacts the coverage and the sustainability of services delivery and the health system better integrates environmental concerns in waste management practices to mitigate or limit its impact on environment(s) and prevent and reduce diseases related to climate change.
To address challenges in health sectors related to climate change, The Green Climate Fund (GCF) has invested in total 122 million dollar for Climate and Health Co-Investment Facility Coordination Programme, aiming to improve capacities and resilience of the health system in 15 countries across all geographic regions. This GCF project has four high-level Outcomes which are: (1) Enhanced financing for transformative action on climate and health though a consolidated and coordinated global finance mechanism; (2) Countries enabled to meet their COP26 Health Commitments for resilient and low carbon health systems; (3) Improved climate resilience of health and health services across 6 pilot countries; and (4) Reduced GHG emissions from healthcare systems and health care facilities in 6 countries. Among those 15 countries, Indonesia will become one of the pilot countries in implementing the GCF programme that will focus on designing integrated solutions for climate resilient and sustainable low carbon health system. The programme result in this pilot will be used to inform design of the Co-Investment Facility and will be further upscaled.
In collaboration with WHO, UNDP will be the leading party in implementing the GCF programme. In UNDP Indonesia Country Office, this initiative has grown the HEART Cluster’s portfolio to work across multidiscipline areas beyond health sector. As a response, to support this project the HEART Cluster needs a management capacity to manage program development and run day-to-day implementation of GCF programme in Indonesia. This position will responsible for making the day-to-day decisions on project implementation and ensure the achievement of project results as defined in the approved project document as well as in the annual work plans, through timely implementation and quality monitoring. This position will work in close collaboration with programme and operations unit in UNDP Country Office, technical advisors/experts, government officials, UN agencies, international donors, civil society and private sectors as well as with UNDP RBAP and Global to successfully implement the GCF project in Indonesia.
The National Technical Specialist Health Resilience Adaptation, Mitigation to Climate Change will be based at the UNDP Country Office. Under the overall guidance and supervision from Health Governance Initiative Adviser/HEART Cluster Lead, the National Technical Specialist Health Resilience Adaptation, Mitigation to Climate Change has the authority to run the project on a day-to-day basis. S/he is responsible for making day-to-day decisions on project implementation and ensures that the project deliver the result specified in the project document to the required standard of quality and within specified time and budget.

Reportee to This Position: The Health Resilience Adaptation, Mitigation to Climate Change Team. The National Technical Specialist Health Resilience Adaptation, Mitigation to Climate Change will also collaborating with other teams in HEART Cluster, RRG Unit, and UNDP Country Team.
Duties and Responsibilities
The National Technical Specialist Health Resilience Adaptation, Mitigation to Climate Change will provide technical programme support to the HEART Cluster and be responsible to support the Project Implementing Partner in undertake day-to-day project management in accordance with approve project document and UNDP principal and procedures.
The National Technical Specialist Health Resilience Adaptation, Mitigation to Climate Change will be responsible for the following tasks:
Lead, manage, and supervise the project team to ensure effective project planning and implementation, through below activities.
- Lead strategic planning for the project as well as formulation and periodic revisions of the project’s annual work plan (AWP), including plans for budget, HR and procurement that are developed in close coordination with UNDP’s Country Office .
- Lead development of detailed implementation plans as well as manage, coordinate, and supervise project implementation to ensure the overall project relevance and performance, the effective realization and quality of outputs within the specified constraints of time and cost as outlined in the project document, and adherence to applicable UNDP policy and programme management procedures and Government standards, rules, and regulations. Act as a senior advisor on issues related to project activities.
- Provide direction, guidance, and direct supervision to UNDP project team as while build team coherence and positive working environment. Undertake technical review of project documents and project advisory prepared by the project team and partners to ensure high technical standards are met.
- Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation. Consults with the project board through the HEART Cluster Lead for any issues that require their attention.
- Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets. Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government, and UNDP regulations for project management.
- Ensure all project interventions integrate a gender equality perspective/gender equality mainstreaming to the extent local context allows.
- Ensure proper execution of all administrative activities associated with project implementation, including mobilizing goods and services, preparing Terms of Reference, completing contracting processes, recruiting/selecting consultants and experts, and managing financial arrangements/ transactions and their correct authorization.
- Identify opportunities for synergies with other projects within HEART/UNDP and beyond, to advance the key objectives, grow its focus and strengthen its impacts.
Develop and nurture strategic partnerships as well as support the implementation of resource mobilization, through below activities.
- Substantively contribute to the harnessing of effective partnerships and lead the identification and onboarding process for implementing partners.
- Cultivate and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national and regional stakeholders, and beneficiaries to support the achivemen of project result and promote inclusive project implementation.
- Substantively contribute to project communications and visibility efforts. In coordination with UNDP Communication units and other relevant parties, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.
- Provide technical support to the implementing partners and act as a liaison between UNDP and the partners. Builds project reputation for quality design, reliable delivery as well as integrity and accountability
- Support resource mobilization efforts and project development including identifies opportunities for mobilizing resources for the project, prepares substantive briefs on possible areas of cooperation, as well as make recommendations to the management team on activities with potential for scale-up, replicability and synergies.
Lead and oversee monitoring and reporting in implementing project activities and achieving the targets set, through below activities.
- Provide leadership and technical advice to the project in developing indicators for project monitoring and evaluation and coordinate the finalization of detailed results framework.
- Develop clear strategies and an effective system for data collection, means of verification, project documentation, as well as information sharing and reporting.
- Lead the implementation of project monitoring, evaluation, and results framework to identify plan deviations and other problems; and make needed course corrections within agreed upon tolerances to achieve results. Conduct field visits as required to verify project activities relative to stated targets and provide regular field updates to UNDP management.
- Lead the development and conduct of mid-term and annual reviews as well as coordinate the conduct of independent evaluations. Organize project review and evaluation meetings. Follow up on the implementation of decisions, recommendations, and course corrections.
- Manage and monitor project risks, including social and environmental risks, initially identified and submit new risks to appropriate project governing bodies for consideration and decision on possible actions.
- Coordinate the preparation of corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements. Ensure provision of ad hoc reports and information updates requested by relevant entities.
- Ensure proper operational and financial closure of the project.
Facilitate knowledge sharing, capacity building and advocacy, through below activities.
- Identify capacity building needs and opportunities. Ensure appropriate training, project workshops and other relevant activities are organized and implemented in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
- Identify lessons learned and best practices that can be helpful to the project in achieving its goal and objectives as well as for possible wider application.
- Participate in and ensure sound contributions to knowledge networks and communities of practice on development and project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
- Promote advocacy for UNDP’s work and opportunities for collaboration in addressing development trends in coordination with the project partners, stakeholders, and UNDP communications staff.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Health, International Development, Public Policy, Management, Business, Economics, Social Science, Health Science, Environmental Science or other related fields, or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum five (5) years (with master’s degree) and seven (7) years (with bachelor’s degree) of relevant experience in project
management and leading team is required.
Solid communication networking and partnership experience.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Strong Project Management skills and experience with ability to interpret, resolve and report on implementation challenges.
- Proven ability to produce high-quality work under significant deadline pressures, adaptive to changing priorities and able to juggle multiple assignments. Detailed accuracy and acute sensitivity to the importance of time urgency.

- Solid working experience in the area of environment, climate change or disaster risk reduction issues pertaining to health is desirable.
- Good knowledge and have a direct experience on successful working and partnership with other UN agencies, government institutions at national and sub-national levels, donors/development partners, private sector, CSO, and universities will be highly desirable.
- Work experience working for UNDP/UN development project in Indonesia is an advantage.
- Solid experience with international agencies with close similarity with the operations and rules of UN system would be an added value.
Required languages:
- Fluency in English and Indonesia (reading, writing, speaking) is required
Professional Certificates:
- Any relevant professional certificate(s) in the area of required competencies would be an asset but it is not mandatory.
