Duties and Responsibilities
The purpose of the consultancy is to support the institution building of the NEC and PPC through providing technical assistance to ensure that the institutions are able to communicate effectively with stakeholders through official websites. Under the supervision of the UNMISS Electoral Officer (Voter Registration & ICT) and working closely with the Website Developer, other advisors of the UN Integrated Electoral Assistance Team, and relevant Commissioners and staff of the NEC, the consultant will: • Content creation for websites that uses the approved design. o Liaise with all relevant directorates/departments to identify content that needs to be uploaded o Take a lead in the preparation, optimization, and tagging of Video/audio/Image assets to be loaded within the Content Management System o Ensure that content uploaded is consistent with NEC/PPC brand guidelines and web and accessibility best practices. o Work with NEC/PPC on translation of content to ensure that the website is functionally multilingual o Work with NEC and PPC to register the websites on popular search engines so as to be able to measure engagement. o Work with NEC and PPC staff to identify content upload workflows and identify content publishing bottlenecks. o Provide guidelines on the management of different types of content. • Website development o Perform basic website testing, error checking and accuracy of content o Review analytics reports and recommend improvements to content to enhance the site experience. • Search Engine Optimization (SEO) o Perform keyword research, selection, and testing to ensure that the institutions websites are visible o Develop content using keywords to increase website traffic o Contribute proposals on changes to page design and layout that will improve website visibility and searchability o Perform routine SEO audits o Provide regular optimization, ranking, and analytics reports to NEC and PPC departments • Integration to live chat and chatbots for quick answers • Assist in the conducting of end-user validation and testing of the websites • Assist in the conducting of comprehensive demonstration of all the features of the websites to key stakeholders. • Assist in the training of administrators on content creation, updates, and site configuration. • Provide a detailed report on content management issues and recommendations on trainings needed for the directorates in charge of running the websites.
Qualifications/special skills
Bachelor’s degree in computer science, Information Technology or related field is required. At least five (5) years of progressively professional experience in Website development and/or content management is required Experience in using tools such as Adobe Suite products is required Experience in Copywriting, digital content production, content proofing and editing, UI/UX concepts, accessibility, and general web design disciplines is required Experience with Google Analytics (Certification is a plus) is required Experience in using different Content Management Systems (CMS), particularly WordPress is required Knowledge of client-side we development standards/languages such as HTML5, XHTML, CSS, XML and XLST, JavaScript and TypeScript, JavaScript libraries such as jQuery is required is desirable.

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in both oral and written English is required.
