1.  POST CONTEXT

The Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve operational effects in an assigned Joint Operating Area.  As a Joint Force Command the relationship with other NATO Command Structure/NATO Force Structure entities will change between baseline activities, crisis and conflict.

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.

The J4 Division is responsible for the operational-level alliance logistics requirements for the HQ and assigned Areas of Operation/Responsibility.

The Movement and Transportation (M&T) Branch is responsible for all M&T operational planning and directs theatre movement and transportation operations in coordination with relevant logistics stakeholders.

The Movement & Transportation Plans Section develops movement plans, policies, concepts, doctrine, exercises and training for operations, to include Reception Staging and Onwards Movement (RSOM) and theatre movement control plans.  It coordinates with JSEC (Allied Movement Coordination Centre (AMCC)) for strategic movement plans.

The incumbent is the functional expert for all LOGFAS M&T software tools and providing movement input to the operational plans.

This post reports to OJS RLTP 0010 – Section Head (Movement and Transportation Plans) – OF-4.

2.  DUTIES

The incumbent’s duties are:

–    Advise JFCNP as an functional expert on all matters related to the LOGFAS software applications and implementation of the Enablement Support Services (ESS).

–    Analyze movement impact and conduct movement feasibility calculations in support of Joint Operational Planning Groups in all phases of the NATO Crisis Response Planning using the LOGFAS M&T tools.

–    Add, update and track the execution of movements in real time using the LOGFAS M&T tools (EVE).

–    Develop and analyze the RSOM plans using LOGFAS M&T tools (CORSOM).

–    Assist in the preparation of and participate in NATO led movement exercises.

–    Conduct staff training for LOGFAS planning and execution tools.

–    Participates as LOGFAS M&T functional area expert in movement planning conferences, exercises and other related movement instances.

–    Establish liaison with higher/subordinate HQs and NATO agencies in the preparation of movement plans.

–    Establish liaison with operational HQ’s in preparation of movement visibility.

–    Set up layers in NCOP to reflect data fed from LOGFAS.

–    Participate in the LOGFAS Users Group Conferences.

–    Will function as the primary database and functional administrator.

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract

Advise on implementation of movement planning / execution tools in the AOR.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3.  QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

Higher Secondary education and intermediate vocational training  in logistics, transport or related discipline  which might lead to a formal qualification with 2 years’ experience, or Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

Experience with data management and user privileges.

Capable of analyzing relevant data for movement planning.

Knowledge of capabilities of all modes of transport.

Knowledge of movement organizations.

Experience in national and international movement planning.

Capable of providing training on M&T concepts.

Experience with automated planning tools to support decision making process.

Capable of providing training on LOGFAS M&T software tools.

Must have an English Standard Language Proficiency level of “professional” in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).

DESIRABLE

Movement and Transportation planning and execution.

Expert on LOGFAS M&T software tools.

Previous experience in NATO organization responsible for planning and management of RSOM processes.

4.  POSITION AND CANDIDATE PROFILE

Personal attributes

The incumbent must show initiative and judgement in dealing with a wide variety of issues. Must be a quick thinker, able to handle last minute requests. Uses own initiative to propose solutions for unexpected problems and determine which issues to refer to the Chief. Must be capable of handling details. Sound judgement and initiative are required in setting priorities within own area of autonomy and in recommending and implementing policy and procedural improvements. Good health, stress tolerance, ability to travel and work long hours when required. Comfortable in leading small working groups.

Professional contacts

The incumbent liaises with higher, parallel and lower NATO headquarters, NATO agencies and Host Nations for processing and developing operational requirements related to NATO 2030. Supports JFCNP Leadership and represents, as required, JFCNP position at SHAPE and NATO Resource Committees to defend operational requirements across the three Resource Pillars (NSIP, MB, Workforce) proper work relationship with other ACO stakeholders. Contacts with movement planners and LOGFAS M & T software operators at other NATO HQs, committees, agencies and operational HQ’s in ongoing operations. Contacts with movement planners within the division as well as operational planners. Contacts with civil experts at NATO HQ level on availability of transport assets and movement infrastructure. Contacts with movement planners within the division as well as operational planners.

Contribution to the objectives

Deliver all products related to the JFCNP contribution to the NATO movement and transportation environment.

Problem Solving

Coordinate M&T requirements at ACO meetings and conferences and at NATO Movement and Transportation Working Groups. Ability to effectively manage and coordinate number of RSOM stakeholders. Coordinate/Defends RSOM requirements at ACO meetings and conferences and at NATO Working Groups.

5.  CONTRACT 

The successful candidate will fill this post with a three-year definite duration contract within NATO 2030 Agenda.

The basic entry-level monthly salary for a NATO Grade 12  in Italy is Euro 4,614.50, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
