1.  POST CONTEXT

Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.  As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.  It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters.

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.

The Joint Engineer (JENG) Division is responsible for providing Military Engineering (MilEng) advice on all matters pertaining to Force Support Engineering and Combat Support Engineering for NATO operations and activities.

The Engineer Plans Branch is responsible for operational planning efforts, Joint Mil Eng doctrine & policy development and for managing long term NATO Security Investment Programme (NSIP) activities.

The Engineer Infrastructure and Environmental Protection  Section (EPIE) is responsible for providing advice on Land, AIR, Maritime, Petroleum, Oil & Lubricants (POL) infrastructures and on Environmental Protection matters.

Joint Force Command NAPLES (JFCNP) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR.

The Support Directorate is responsible for directing, monitoring and coordinating support staff functions & assists and advises regarding support planning & execution.

The incumbent will provide a dedicated single entry point of contact at JFCNP HQ for the implementation of the NATO 2030 initiative. Working across the staff, the Coordinator will track higher-level tasking, monitor and manage multiple work strands, milestones, and supporting tasks in line with strategic and operational direction and tasking.  The Coordinator will further facilitate, within the JFCNP Resource Coordination framework, cross-functional integration; provide coherence of approach; and deliver objectives against prescribed timelines and other deliverables for the HQ.  The Coordinator will  advise on  resource planning and ensure coherence among all NATO 2030 projects within JFCNP and across all NATO Resource Pillars (NSIP, MB, Workforce), liaising internally with identified requirement owners, DCOS Support staff and J8, and externally with SHAPE and other HQs.

This post reports to OJS REPI 0010 – Section Head (Engineer Infrastructure and Environmental Protection) – OF 4.

2.  DUTIES

The incumbent’s duties are:

Advise JFCNP on all matters related to the implementation of NATO 2030 projects impacting on all functional areas, ensure that JFCNP positions on connected resources, requirements and capabilities and their implications for the three resource pillars (NSIP, Military Budget, Workforce) is coordinated and integrated across the HQ.

Ensure continuous executive level correspondence and coordination on NATO 2030 topics with SHAPE and other ACO HQs counterparts is conducted and properly supported.

Acts as primary advisor to the JFCNP Staff and leadership for any matters concerning the development and implementation of all the initiatives included in the NATO 2030; this includes advice to the JFCNP FO-GO for their attendance to any meeting, VTC, Conference, Board including this topic in the agenda.

Advise the JFCNP Staff and Leadership on follow-up actions resulting from the development and implementation of the NATO 2030 implementation plan.

Provide cross-functional advice to JFCNP Staff and leadership  on the resource implications of new initiatives, operations and missions (including Requirements and Resources Plans), considering the inter-dependencies between NATO resource pillars, on-going tasks and initiatives in relation to NATO 2030 projects (including ACO Strategic Management Plan, NCS-A).

Support the JFCNP Resource Coordination framework by reviewing and providing inputs to documentation related to resource requirements, maintaining up-to-date dedicated databases, preparing reports, and managing web-page content; act as alternate secretary of the Resource Coordination meeting as required

Within the NATO 2030 framework, monitor and report the status of the JFCNP requirements to the JFCNP Staff and Leadership and advise on actions required to manage risks and opportunities.

Assist in the activities related to NATO 2030 Common Funded requirements, working within the parameters of the NATO Security Investment Programme and ACO Directives, and in accordance with NATO resource management policy.

Track higher-level tasking, monitor and manage multiple work strands, milestones, and supporting tasks in line with strategic and operational direction and tasking.

Responsible to plan and oversee all NATO 2030 projects within JFCNP, liaising internally with identified requirement owners, DCOS Support staff and J8, and externally with SHAPE and other HQs.  .

Develops and maintains a sound understanding of NATO resource planning and implication at the operational level.

The employee cooperates with the Staff Officer (Infra Engineer/JRRB Secretary/NSIP) to staff NATO 2030 requirements to the approving authorities.

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract

The work is normally performed in a Normal NATO office working environment.

3.  QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

University Degree in engineering disciplines or related discipline  and 4 years of post-related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 5 years of post-related and 2 years of function-related experience.

Consolidated experience (ten years or more) in multiple resource management areas, including, at least, Human Resources and Financial Resources.

Proven record of achievement in positions of similar scope and responsibility.

Previous experience in management of integrated resource programmes in large organizations.

Previous experience in management of complex projects in international, multicultural environments.

Must have an English Standard Language Proficiency level of “professional” in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).

DESIRABLE

Master’s degree in engineering disciplines.

Practical experience in operations planning to identify the minimum essential engineering services and requirements to support the commitment of military forces.

Previous experience in a NATO Tactical or Operational level HQ.

Ensures taskings related to NATO 2030 initiative are timely acknowledged and assigned within JFCNP Staff.

Ensures products and documentation related to NATO 2030 initiatives are fully coordinated across JFCNP Staff before their approval and submission.

Ensures that relationships and mutual impact between JFCNP activities and NATO 2030 initiatives are properly captured and staffed.

Professional contacts

The incumbent liaises with higher, parallel and lower NATO headquarters, NATO agencies and Host Nations for processing and developing operational requirements related to NATO 2030;

Supports JFCNP Leadership and represents, as required, JFCNP position at SHAPE and NATO Resource Committees to defend operational requirements across the three Resource Pillars (NSIP, MB, Workforce) proper work relationship with other ACO stakeholders.

5.  CONTRACT 

The successful candidate will fill this post with a three-year definite duration contract within NATO 2030 Agenda in compliance with the Project Linked NIC (PLN) concept.

The basic entry-level monthly salary for a NATO Grade 15 in Italy is Euro 5,743.74, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
