Employment contract: Three-year definite duration contract within NATO 2030 Agenda in compliance with the Project Linked NIC (PLN) concept.
1. POST CONTEXT
Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area. As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict. It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.
The Joint Engineer (JENG) Division is responsible for providing Military Engineering (MilEng) advice on all matters pertaining to Force Support Engineering and Combat Support Engineering for NATO operations and activities.
The Engineer Plans Branch is responsible for operational planning efforts, Joint MilEng doctrine & policy development and for managing long-term NATO Security Investment Programme (NSIP) activities.
The Engineer Infrastructure and Environmental Protection Section (EIEP) is responsible for providing advice on Land, AIR, Maritime, Petroleum, Oil & Lubricants (POL) infrastructures and on Environmental Protection matters.
The incumbent within the JENG Infra Section assists the Staff Officer (Infra Engineer/JRRB Secretary/NSIP) in the activities related to NATO Security Investment Programme (NSIP) and connected Military Budget (MB) Common Funded requirements and in particular, considering that NATO 2030 is expected to significantly increase the Military Budget, the NSIP funding and the Workforce requirements. The incumbent will support the management, consolidation, coordination and review of all related NATO 2030 operational requirement Analysis Development Capability. The incumbent works within the parameters of the NATO Security Investment Programme and ACO Directives, and in accordance with NATO resource management policy.

2. DUTIES
The incumbent’s duties are:
– Assist the Staff Officer (Infra Engineer/JRRB Secretary/NSIP) in the activities related to NATO Security Investment Programme (NSIP) and connected Military Budget (MB) Common Funded requirements.
– Assist in maintaining NSIP documentation up to date, including SOPs, SOIs, Manuals, dedicated databases, periodical reports, web-page contents; act as alternate secretary of the Joint Requirements Review Board meeting as required.
– Liaise with SHAPE counterparts in order to ensure that relevant EIEP information are properly reported in PITT (Project Implementation Tracking Tool) and other applicable Information Management systems
– Support JFCNP Staff, and notably JENG EIEP Section, for the identification, definition and development of operational requirements throughout the life cycle, including change management.
– Enable the staffing and coordination, across the HQ, of administration products for all the NSIP procedures including Urgent Requirements (UR), Crisis Response Operations Urgent Requirements (CURs), Minor Works (MWs), Capability Programme Plans (CPPs), Pre-Financing.
– Prepare and deliver required NSIP documentation on behalf of JENG EIEP Section and scrutinize the contents of products to be submitted by JFCNP to ensure coherence and compliance with current policies and instructions.
– Assess the implications of EIEP requests for Common Funded Capabilities (CFCs), URs, CURs, MWs, Pre-Financing on ongoing or planned CPPs, including NSIP, Military Budget and Workforce implications, in order to support a coherent and integrated resource analysis.
– Enable the harmonization of benefits to deliver through common funded projects within the proper JFCNP framework (operations and missions, operation plans, strategic goals or initiatives) and proper risk management within JFCNP policies and procedures.
– Monitor and report on the status of assigned and/or supported common funded EIEP projects and on required actions.
– Develops and maintains a sound understanding of NATO Security Investment Programme (NSIP) funding mechanisms.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
University Degree in engineering disciplines or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
Practical experience in activities that identify, design, construct, lease, or provide complex systems, including infrastructure, equipment, CIS, services.
Practical experience in identifying the minimum essential engineering requirements, technical specifications and costs in support of project planning.
Previous experience in management of complex projects in international, multicultural environments.
Must have an English Standard Language Proficiency level of “professional” in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).
DESIRABLE
Practical experience in operations planning to identify the minimum essential engineering services and requirements to support the commitment of military forces.
Previous experience in a NATO Tactical or Operational level HQ.
Previous experience in NATO organization responsible for planning and management of NATO resources.

Liaises with higher, parallel and lower NATO headquarters, NATO agencies and Host Nations for the processing and development of CPs and AOM requirements.
5. CONTRACT
The successful candidate will fill this post with a three-year definite duration contract within NATO 2030 Agenda in compliance with the Project Linked NIC (PLN) concept.
The basic entry-level monthly salary for a NATO Grade 15 in Italy is Euro 5,743.74, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
