Position Overview

The Network and Advocacy Advisor will report to the Objective 2 Technical Lead and work closely with the Objective 3 team to support the advocacy, coalition building, and stakeholder engagement aspects of the Activity. S/He will liaise with the project team to map, understand, and strengthen connections, ensuring that partners at the center and the periphery of their networks have a platform for engagement. As the expert, s/he will design and inform activities across the three results areas and will provide leadership in advocacy skills building.

Key Responsibilities

  • Technically supervise advocacy focused program activities including the design, development and implementation of activities that are in line with state-of-the-art, globally-recognized best practices for addressing needs of civil society actors
  • Exercising a supportive supervision approach, train and mentor technical staff and subgrantees on advocacy related issues
  • Develop and instruct subgrantees on effective methodologies for advocacy programming and train/mentor subgrantees in principles and standards for good implementation of this programming
  • Identify and implement appropriate community-based strategies to address governance issues
  • Support the formulation of innovative approaches for scale up of targeted civil society and governance strengthening approaches
  • Collaborate with all local stakeholders and implementing partners, especially the Government of Tunisia and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Ensure that advocacy efforts respond to actual needs of civil society as determined by project data and build on current and past advocacy efforts in Tunisia.
  • Build networks with like-minded allies and maintain relationships with decision makers to ensure linkages between local advocacy efforts and policymaking at the national level.
  • Develop and lead implementation of an integrated communication strategy that promotes project messages to key audiences through diverse media.
  • Monitor and maintain relevant manuals, training materials, and reports for advocacy programming
  • Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence
  • Prepare regular reports documenting processes, outputs and outcomes of advocacy work
  • Any other duties as assigned.

Basic Requirements

• Master’s degree in political science, government, public policy, law, communications, journalism, or other relevant field.
• 5+ years of relevant professional experience in civil society advocacy in Tunisia.
• Experience with a USAID-funded programming strongly preferred.
• Strong interpersonal skills and communication skills, initiative, and good judgment.
• Ability to anticipate and solve problems.
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
• Ability to work independently and manage a high volume work flow without constant or close supervision and ability and willingness to travel to program areas and internationally as required.
• Excellent training skills in working with adult learners, particularly at the community level; experience in an appreciative approach a plus.
• Strong writing and oral presentation skills, including professional fluency in Arabic and English
• Tunisian nationals are strongly encouraged to apply.
• Work authorization in Tunisia required.
