Duties and Responsibilities
The purpose of the consultancy is to support the institution building of the NEC through providing technical assistance to ensure that the institutions are able to communicate effectively using data & voice channels and with themselves and stakeholders. Under the supervision of the UNMISS Electoral Officer (Voter Registration & ICT) and working closely with the Data Center Design Specialist and with other advisors of the UN Integrated Electoral Assistance Team, and relevant Commissioners and staff of the NEC, the consultant will: • Assist NEC draft a comprehensive Network Security Strategy and corresponding Network Protection/Security Plans • Assist NEC draft Technical Specification of Networking Equipment and Budget that will ensure compliance to the NEC Network Security Strategy • Develop and execute implementation plans for NEC’s enterprise network including, creating a unified network, Virtual Local Area Networks (VLANs), Port Channels and Wide Area Network (WAN) Integration as needed • Deploy, configure site-to-site and client-based Virtual Private Networks (VPNs) as needed. • Assist NEC ICT team configure Firewall parameters to ensure compliance to NEC Network Security Strategy/Network Protection/Security Plans • Support the NEC ICT team in diagnosing and resolving network-related issues minimizing downtime. • Support NEC in monitoring network performance and advise on ways to optimize the resource. • Assist NEC develop disaster recovery plans that utilize cost-effective approaches for the communication infrastructure • Maintain detailed documentation of the NEC Data & Voice Network. • Provide a detailed report on Data & Voice Network design and implementing issues and recommendations on trainings needed for the technical staff members required to manage the network.
Qualifications/special skills
Bachelor’s degree in Computer Science, Information Technology or related field is required. At least six (6) years of professional experience in designing, implementing, and managing Data & voice networks and communication infrastructure of large organizations is required Hands-on experience with, Industry Network Protocols such as TCP/IP, VLANs, Wireless LANs and VPN is required. Experience in routing and switching protocols, Wireless LAN technologies including LAN design standards and best practices; Data Center – Network Design and Wireless solutions is required. Knowledge of implementing Security Standards using Cisco/Juniper/Barracuda Firewalls is required Experience in the following Network Firewall Types: Packet Filtering; Circuit-Level Gateway; Stateful Inspection Firewall; Application-Level Gateway (Proxy) Firewall; Next Generation Firewall (NGFW) with Intrusion Detection (IDS) and Intrusion Prevention System (IPS) capabilities is required. Certification in Cisco Networking, Certified Ethical Hacker (CEH), Microsoft Servers is desirable
