Your team

Within the Network Management Directorate, the Operations Planning Unit facilitates, in response to the requirements of SES II and in partnership with all ATM actors, the design, planning and deployment of operational improvement measures for the European ATM network that will meet European-wide agreed targets.

Your role

Your role will be to:

  • Lead the capacity assessment of major projects at network, regional, FAB and local levels.
  • Conduct the analysis and validation of the results of the capacity assessment of major projects.
  • Coordinate the development of proposals resulting in optimum solutions at network level to improve the European capacity performance.
  • Coordinate with various stakeholders (NM OPS, ANSPs, airlines, etc.) to:
    o collect contributions for the implementation of major projects in Europe.
    o obtain commitment for optimum network solutions proposed.
    o ensure a smooth transition plan for major projects in operations.
  • Contribute to the capacity planning work of the Unit; participate to the deployment of a dynamic capacity planning process and support the development of local/network capacity measures.
  • Contribute to the Network Operations Plan, including rolling seasonal Network Operations Plan, through the preparation of the traffic outlook and local/network capacity assessment.
  • Provide advice on the development of the network assessment and capacity planning methodologies as required.
  • Evaluate sector capacities based on workload assessment through fast time simulations.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University studies of at least 4 years in a relevant domain or university studies of at least 3 years plus 1 year relevant professional experience, or professional training of an equivalent level.
  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in carrying out impact assessments or activities related to the impact assessment of projects.
  • Experience in or understanding of airspace capacity planning, including planning tools (NEST/DDR) and/or experience in fast time simulations.
  • Knowledge or understanding of ATFCM, strategic planning, and validation techniques.
  • Project management and presentation skills.
  • Analytical thinking: you analyse information and identifies relationships.

  • Networking: you know how to maintain and expand effective networks.
  • Communication: you foster two-way communication.
  • Planning & Organising: you know how to plan ahead and adapt as required.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period.
    The levels relate to the Common European Framework of References for languages (CEFR).
