Your team

Within the Network Management Directorate, the Network Manager Operations Centre (NMOC) optimises traffic flows by constantly balancing capacity supply and demand while ensuring the safe and efficient operation of flights going to and over Europe.

Roles within the operations are expected to change due to the next generation of network management operational systems introduced by the iNM Programme, the integrated network management programme. Applicants should be aware of this innovation and be able to demonstrate resilience and change orientation.

Your role

You will be either working in the Flight Planning or Airspace Data Domain and have common responsibilities as described hereunder:

Flight Planning domain:

  • Support airspace users with flight planning operations and contribute to the efficiency of the Network Manager in daily operations of the short-term strategic, pre-tactical planning and post operations evaluation.

Airspace Data domain:

  • Operate the ECAC Centralised Airspace Data Function (CADF), prepare the consolidated European Airspace Use Plan (EAUP/EUUP) and run airspace pre-validations in coordination with air navigation service providers (ANSPs).

Responsibilities assigned to both domains:

  • Process the receipt, daily input and data maintenance with respect to capacity, traffic volumes, sectorisation, etc.
  • Analyse claims and incidents, and coordinate with ANSPs, Aircraft Operators (AO) and internal/external partners operational issues.
  • Produce simulations, statistics, reports, etc. according to different scenarios.
  • Assist in the communication of the ATFCM network plan to airspace users, airports, ATCCs and ensure the sharing of the network information.
  • Participate to meetings, workshops, tests, special events planning, projects, etc. in support of cross domain operations.
  • Contribute to the development of working practices and processes to enhance the Network Manager Operations Centre’s (NMOC) efficiency.
  • Deliver training and courses on topics in the field of expertise and act as OJTI as needed.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Relevant studies or professional training to carry out the advertised tasks.
  • Minimum 3 years’ experience in Air Traffic Services or in an aircraft operations environment.
  • Experience or knowledge in Air Traffic Flow & Capacity Management (ATFCM) related activities, flight dispatch, airline operations, air traffic control, aeronautical data definition, publication and usage.
  • Analytical thinking: You analyse information and are able to identify relationships.

  • Customer focus: You know how to respond effectively to customer enquiries.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 or C2. The selected candidate will be required to become, at least, a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • This is an appointment for an undetermined period.
  • Before being established in the post:
    • External candidates must provide certified documentation of their completed studies or relevant professional training.
    • Candidates must successfully complete internal vocational training to earn certification. Additionally, they are required to serve a probationary period. If the training concludes in less than nine months, the remaining period up to nine months will be served as probation. If the training extends beyond nine months, the candidate’s official establishment in the post will only occur after the full completion of the training.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
