Your team

Within the Network Management Directorate, the “Network Strategy” Unit develops, maintains and monitors the Network Strategy Plan (NSP). The service coordinates inputs into the ATM Master Plan, SESAR developments and Deployment Programme and ensures the necessary coordination with stakeholders. It defines also the portfolio of activities and Work Programme including strategic development projects.

Your role

Your role will be to:

  • Contribute to the maintenance, review and monitoring of the Network Strategy Plan (NSP).
  • Coordinate the development, maintenance and review of the Network Operational Concept (CONOPS).
  • Contribute to development and alignment of other CONOPS with the strategic documents listed above.
  • Contribute to the development and analysis of the network roadmaps and their alignment with strategic orientations, identify gaps and propose remedial actions.
  • Define and break down the network conceptual elements (business, operational, technical) in the network roadmaps.
  • Coordinate the alignment of the network concepts with various activities and projects (e.g. SESAR R&D/ICAO, validation activities, deployment activities, ATM Master Plan, etc; identify divergences and act on remedial actions.
  • Coordinate the support to operational stakeholders to develop, maintain and implement the network and local ATM concepts and follow-up on actions (e.g. definition of OPS requirements), including the development of special agreements and expert input to agreement work packages.
  • Contribute to the identification of NSP’s long-term high level performance benefits/costs considerations supported by benchmarking studies.
  • Contribute to iNM (integrated Network Manager system) developments and future evolutions and coordinate the alignment of iNM business requirements with the overall network concept.
  • Support all related EUROCONTROL Network Manager cooperative working arrangements.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Relevant university studies (e.g. ATM/ATC field, Engineering, etc) of 4 years or 3 years with 1 year of relevant experience or professional training of an equivalent level.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Minimum 3 years of relevant working experience.
  • Possession of valid/expired ATCO/ATSEP license would be considered as an asset.
  • Experience in activities related to the development of Air Traffic Management (ATM) concepts, operational requirements or ATM strategy development.
  • Understanding of network concepts, aviation needs and operational changes impacting the network’s performance.
  • Knowledge of the NSP, High Level Network CONOPS, ICAO ASBUs and the ATM Master Plan.
  • Knowledge of the ATM R&I and validation activities and their impact on deployment.
  • Knowledge of Trajectory Based Operation (TBO) concepts.
  • Understanding of financial aspects of system deployment and main stakeholder business drivers. Experience or knowledge of CBA, ideally performed in the aviation field, would be an asset.

    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
