PURPOSE
The post holder will develop Amnesty Futures and Innovation Lab’s work on neurotechnology by helping understand the technology at a deep level; assessing what human rights are affected by the technology; and identifying where Amnesty International may make the biggest impact.
Consultancy start and end date:
November 2023-April 2024. 5 days per week (35 hours).
Deadline for all applications: 27/10/2023
Rate: negotiable
OBJECTIVES AND DELIVERABLES
- Identify the key players in this technology, including the leading countries and private companies.
- Identify, based on expert opinion, the predicted timeline over the next 20 years for the development of this technology and the focus of industry and state research.
- Based on the analyses performed by international organizations, academics, and civil society, and the consultant’s own independent research, identify the most significant human rights challenges presented by neurotechnology over this time period.
- Recommend three topics for expert panels to be held at Amnesty, with recommended experts for those panels. The goal would be to hold these panels within the 6 months following this consultation.
- Prepare a bibliography of human rights analyses of neurotechnology by academic institutions, NGOs and international organisations.
ESSENTIAL REQUIREMENTS
- Knowledge of science and the intersection between science and human rights or ethics.
- Substantial experience in conducting complex desk research and interviews/negotiations with key experts and human rights defenders, literature reviews, and project management.
- Demonstrated ability to digest complex scientific materials and summarise them so that non expert’ audience can understand what is at stake.
- Excellent writing skills in English, demonstrated ability to synthesize complex materials, and produce written materials accessible to a broad audience.
- Strong interpersonal skills, proven ability to exercise political judgement and to handle engagement with challenging personalities in stressful situations.
