Position Title: Program Associate, New Business Location: VA Office, HQ Office, U.S. Hybrid, or U.S. Remote Department: New Business Services Unit POSITION SUMMARY Position
Overview: The Program Associate, New Business will provide administrative, operational, and logistic support to Winrock’s central New Business Support Unit. The position is the focal person for internal reporting; new opportunity sourcing; and coordination and maintenance of business development-related knowledge management content and systems. While this position may be remote within the contiguous United States, the expectation is that it will have East Coast working hours (EST).
POSITION RESPONSIBILITIES Major Responsibilities Source and disseminate new funding opportunities and related information. (20% LOE estimate) Conduct daily opportunity sourcing, disseminating opportunities of interest through the Daily Digest.
Gather and submit Winrock’s questions to USAID related to quarterly business forecast; attend and disseminate any donor briefings on business forecasts or open bidder’s sessions, including but not limited to USAID. Circulate/post updates and resources for industry events. Report on Winrock’s pipeline of new business opportunities. (20% LOE estimate) Conduct ongoing monitoring of opportunity record accuracy and timeliness in online platform, following-up for clarifications/updates as needed to ensure data quality. Run weekly reports to disseminate new business dashboard (all-program pipeline status) report at start of week.
Partner with programs to update monthly pipeline snapshot. Support development of annual pipeline target setting activity with each program, including production of an annual cliff report for Winrock’s incumbent projects. Produce quarterly and ad hoc reports on progress against organization/program targets. Contribute to new business mid-year and year-in-review reports. Maintain NBSU’s knowledge management platforms and content to ensure user-friendly organization and functionality. (30% LOE estimate) Partner with ICT for all NBSU system/platform enhancements, service requests, access issues, data/content migration, and other user interface issues as needed. Manage the organization and administration of the NBSU SharePoint page, collaborating with ICT as needed and supporting content uploads.
Enhance document search functionality on SharePoint developing and executing a plan for tagging documents, naming conventions, and for category/sub-category organization. Create SharePoint pages for, populate, and update country, trend, donor, mechanism, and/or process content. Create and troubleshoot proposal-specific sites for active (capture and proposal development) opportunities providing access as appropriate to Winrock staff and consultants. Conduct ongoing monitoring and maintenance of proposal archive, working with programs as needed to ensure archives are comprehensive and complete.
Maintain and update roster of proposal and technical consultants. Maintain Winrock’s opportunity platform, acting as the primary administrator, including field clarification/adjustments, adding users and funding organizations, and responding to other emerging needs. Conduct ongoing monitoring of and report on performance indicators in line with the Balanced Scorecard. Lead ongoing business development related knowledge management activities (10% LOE estimate) Ensure password management data is accurate at all times, and subscriptions are maintained as needed. Represent unit in the monthly Comms/KM working group. Represent unit as Code of Conduct Ambassador Provide New Business (NB) Knowledge Management (KM)-focused orientation to Winrock new hires on a monthly basis. As assigned, deliver training on NB KM systems/platforms to end-users of varying technical experience on effective use of resources. Manage New Business and Knowledge Management email inboxes on a daily basis. Coordinate outreach to, scheduling of, and processing agreements/invoicing for consultant proposal editors. Manage Winrock’s library of past performance resources, ensuring content is of high quality, accurate, up-to-date, and complete. (10% LOE estimate) Collaborate with programs to regularly update Past Performance & Qualifications resources (e.g., capability statements, PPRs, accolades, donor debriefs). Conduct desk research as needed to assist with updates and/or pull tailored information from Contracts Pro on organizational capacity and experience as requested.
This position has a salary range between $55,000 – $58,000 with most candidates falling at the mid-point of the range.
