GGGI is seeking an experience Consultant to develop an implementation plan and methodology for conducing FPIC processes in Nicaragua, as part of the elaboration of the National Adaptation Plan. The implementation plan will describe how the FPIC process should be conducted, from the initial consultations, detailing the processes to be followed to solicit FPIC taking into consideration sociocultural and land tenure aspects related to indigenous and afro-caribbean populations in Nicaragua.
Additionally, the assignment includes securing formal agreements with relevant parties on the methodology to be applied to conduct FPIC processes. Signatories to the formal agreements shall include at least the authorities and relevant indigenous representation of:
GGGI has been appointed by the Government of Nicaragua to act as Delivery Partner and assist them in the elaboration of the National Adaptation Plan (NAP) with financial support to be requested from the Green Climate Fund (GCF) under their readiness support program for NAP processes. The elaboration of the NAP will be a people-centered, participatory, inclusive and culturally-sensitive planning processes, that will take into consideration the views, needs and expectations of different actors of the Nicaraguan society, including indigenous and afro-descendant communities. GGGI is committed to ensure that the process of engagement with stakeholders facilitates and guarantees that the required dialogue with all actors is genuine and that all views are incorporated effectively into the NAP to be prepared.
Considering that Nicaragua is a signatory of the United Nations, Declaration on the Rights of Indigenous Peoples (UNDRIP), the Government of Nicaragua (GoN) has determined that free, prior and informed consent (FPIC) needs to be sought during the elaboration of the NAP. For that purpose, an FPIC implementation plan will be required, including the description of a methodology to involve Regional Governments and Territorial Authorities that will be in charge and responsible for conducting FPIC, methodology to conduct the FPIC process during the elaboration of the NAP and document consent agreement, an FPIC agreement with relevant parties and a detailed estimate of budgetary requirements of the whole process from the initial consultations until the finalization of the FPIC process.
