TITLE:  Senior Consultant (Management Systems)

GRADE: MCIV 7

SECURITY CLEARANCE: NATO SECRET

 

1. POST CONTEXT

NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.

The PSE Division advises Iraqi Professional Military and Security Education Institutions.

Deputy Director PSE provides direct support to the Director PSE and all PSE elements to enable their advisory activities.

The Senior Consultant (Management Systems) leads a key objective of PSE Division strategy which is to lead “institutional modernisation” across all Iraqi training and education establishments.

Senior Consultant (Management Systems) reports to NTI PCX 0010 – DEPUTY DIRECTOR PSE – OF-5.

 

2. DUTIES

Act as the principal advisor to develop and implement a holistic strategy to modernize the management of institutions within PSE Div sphere of influence.  The strategy must be coherent with the two other key Divisional lines of activity; curriculum development and faculty development.

Embed and assure modern Training Design & Management methodology in Iraqi institutions.  This is central to the vision for institutional modernisation  and directly linked to Iraqi education, training and adoption of a modern training system, based on NATO methodology (i.e. NATO Global Programming and the NATO ‘System Approach to Training’ (SAT)).  Included in this area is the need for an analysis of current Iraqi training systems and the design and implementation of a tailored solution fit for our Iraqi partners.

Lead on the development and delivery of faculty training to improve Iraqi institutional ability to understand, adopt and apply Training Design & Management methodology.

Lead on the education and competency development of NATO advisors in delivering coherent institutional development activity.  Help shape NATO PDT and lead on induction and continuous professional development of PSE Div advisors to deliver, maintain and assure coherence and commonality of the advisory model across institutions.

Lead on the evaluation of institutional development progress through assessments, project reviews, stakeholder engagement and other innovative approaches to generating a common operating picture.

Lead on the PSE Div Lessons Identified and Learnt process, ensuring it meshes with wider HQ NMI processes;

Under routine circumstances, the work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

Within the current identified threats, the overall risk is medium.  The level of threat requires adherence to the detailed in-theatre instructions on personnel security.

The risk may increase if personnel are moving outside of designated secure areas.

The incumbent may be required to perform like duties elsewhere within the organization, as directed, at the same grade without there being any change to the contract

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.

Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.

Travel often outside base for advising.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

Master of Education or higher level degree/diploma in Education (e.g. PhD or EdD), or, exceptionally, a Bachelor’s Degree in Education, with two additional years in the tertiary functional area, or, exceptionally, a Master’s Degree in a Managerial related field;

Post related courses obtained through NATO official schools/academies or other military/international training centers;

Minimum seven years of progressive experience in training and education consultancy systems;

Extensive knowledge of political and military processes obtained from experience gained in working in an International Organization;

Experience of post conflict environments and/or security sector reform;

English Standard Language Proficiency level of “Expert” in listening and reading, and “Professional” in speaking and writing, (SLP 4343 based on NATO standards). 

DESIRABLE

Minimum 6 years professional experience in a senior capacity with personnel and training requirement/design/management/evaluation responsibilities;

Experience in planning, implementing, monitoring and assessing international support efforts under NATO or other International Organisation’s mandate;

Experience advising decision makers;

Knowledge of NATO decision making and administrative processes;

Knowledge and experience of the importance and relevance of WPS to modern professional military education curricula.

The Senior Consultant (Management Systems) must be a mature and experienced person, who displays sound judgment, excellent interpersonal and communication skills, and unquestionable integrity.

The Senior Consultant (Management Systems) must be a highly motivated individual.

The Senior Consultant (Management Systems) must display above average leadership skills, the ability to work long hours under considerable stress, and the ability to make decisions on the basis of policies, directives, laws, and precedents requiring interpretation and adaptation to ad hoc circumstances.

The Work involves the provision of information or analysis of part of a task assisting others to take action within the organization.

5. EMPLOYMENT CONDITIONS

The successful candidate will be offered a 12-month definite duration contract, which may be renewed based on the operational need/funding for the position.

The basic salary for an MCIV 7 is Euro € 7,563.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances ( hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.

This post is a non-accompanied assignment. Living quarters provided by NATO.

The NMI mission, while not combat, is executed in a combat environment.  Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
