The Position:

United Nations Population Fund (UNFPA), the leading UN organization in Sexual Reproductive Health and Rights, Gender equality and Gender Based Violence (GBV) and Population and Development, is recruiting a Gender and GBV Programme Analyst to be based in Maputo Province. Under the overall guidance of the Representative, the Programme Analyst reports directly to the Assistant Representative.

The Programme Analyst provides technical and programme support to strengthen UNFPA gender-transformative programming and GBV interventions in the province of Maputo, with special attention to ensure an integrated approach to gender and GBV issues, linking with Population development and SRHR. The Programme Analyst expedites and coordinates project implementation, establishing collaborative relationships with implementing agencies, government and civil society counterparts and other UN agencies, while facilitating timely and efficient delivery of programme results and addressing training needs of implementing partners. The Programme Analyst also serves as a technical resource in her/his field of speciality for all stakeholders of UNFPA Country Programme.

Job Purpose:

The Programme Analyst plays a proactive role in ensuring all projects are efficiently managed, and implemented, to drive the effective achievement of UNFPA programme activities, accelerating progress on the ICPD agenda and associated SDGs in Mozambique. Working within the Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of gender and gender-based violence (GBV) youth, reproductive health and rights, population and development. S/he establishes/maintains collaborative relationships with counterparts in government, and civil society to address emerging population, gender, human rights, and humanitarian issues, and will assist in monitoring results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

You would be responsible for, in the province:

  • Plan in coordination with the Programme team, the interventions to be implemented in the province, articulating with stakeholders.
  • Ensure the implementation and compliance to UNFPA policies, strategies, guidelines and tools during programme and project implementation, ensuring consistency and coherence in addressing UNFPA priorities. Ensure full implementation and reaching the results expected under the referred projects in the province
  • Develop capacity of implementing partners to execute the programme according to the rules and regulations of the UN, in particular on GBV. Ensure observance of quality standards in service provision and data management, through regular monitoring of beneficiary satisfaction.
  • Ensure the control of quality for UNFPA programmatic and financial deliveries of the programme, including proper use of funds, inventory/ assets management, implementation of audit recommendations by Implementing partners, and programmatic achievement of results agreed in the project document and M&E framework.
  • Participating in the formulation of project components, by compiling and analyzing information relevant to the UNFPA’s role in the province, drafting project documents and work plans, and preparing tables and statistical data.
  • Evaluating project and programme activities, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Assessing implications of new provincial developments and strategies on programme execution, and ensuring their integration.
  • Establish collaborative relationships with executing agencies, experts, government counterparts and other UN agencies, based in the province to facilitate timely and efficient delivery of project inputs.
  • Assist in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning
  • Assist in advocacy and resource mobilisation efforts of the CO, by establishing and maintaining a network of partners and public information contacts. Assisting with organizing and conducting meetings and public information events, including preparing relevant background material for these events.

Other:

When appropriate, undertake other managerial and/or programme implementation duties assigned by the supervisor, Deputy Representative and/or Representative. Carry out any other duties as may be required by the supervisor and UNFPA management.

Qualifications and Experience

Education:

Advanced degree in gender, health, population, demography and/or other related social science discipline. A first University Degree in a relevant field combined with up to 4 (four) years of professional experience may be accepted in lieu of a Master’s Degree.

Knowledge and Experience:

  • Up to two years of professional experience in the field of social science, public health, development and population activities, with experience in programme/ project management is desirable
  • Practical experience in the design, monitoring and evaluation of development projects
  • Experience using office software packages and web-based management systems.

Languages:

Fluency in English and Portuguese. Knowledge of local languages is a plus.
