INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs) and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado) and Afar regions, as well as its country office (CO) in Addis Ababa.

OVERALL PURPOSE OF THE ROLE:

In June 2024 DRC will launch a humanitarian mine action programme, initially composed of NTS and explosive ordnance risk education (EORE) in Northwest and Central Zone in Tigray, Ethiopia. DRC is therefore looking for a dedicated NTS Team Lead to support the launch and implementation of a new project beginning in June.

The NTS/EORE Team Lead will work in close coordination with the NTS

Officers, EORE team and the NTS/EORE Project Manager to plan and deliver Non-Technical Survey and Explosive Ordnance Risk Education activities in different community settings to identify and assess the impact of explosive ordnance on women, girls, boys and men in the target areas. They will support training facilitation in NTS to other team members, lead data collection and reporting in the area, and lead in developing the team’s work plan and engaging local stakeholders to effectively plan, deliver and monitor NTS activities in the community. They will supervise and support the EORE facilitators from a partner organization when they are attached to the NTS team.

Responsibilities and Tasks:

Project Implementation

  • In coordination with the NTS/EORE Project Manager and through supervision of the NTS team, lead on the planning and delivery of NTS activities, ensuring compliance with National Mine Action Standards and DRC’s Standard Operating Procedures
  • Support induction and training of new NTS team members
  • Collect and analyse existing desktop and secondary data prior to conducting NTS tasks
  • With the NTS team gather geographic, socio-economic and impact information on explosive ordnance-affected communities
  • Lead on implementing pre and post intervention surveys to measure the impact of DRC’s mine action activities on targeted communities
  • Act as the main focal point with community representatives for the planning and monitoring of NTS activities
  • Establish and maintain a wide information network including authorities, communities, NGOs, and other possible sources of information
  • Ensure the quality of NTS conducted in the community using DRC’s quality assurance tools
  • Coordinate with area-level support services staff to facilitate the procurement of goods and services supporting NTS project delivery, in accordance with DRC guidelines and policies

Reporting

  • Keep accurate records of daily activities, the team’s outputs and beneficiaries reached using standard reporting formats, and regularly update project monitoring databases according to DRC procedures
  • Report issues faced during project implementation to the Project Manager
  • Document success stories and lessons learned for development of donor reports and case studies
  • Any other duties as directed by the Line Manager

Experience and technical competencies: (include years of experience)

  • Vocational school, higher education is an asset
  • Previous training and experience in NTS, EORE or other mine action specialism desirable
  • Knowledge of International/National Mine Action Standards
  • Experience in conducting surveys, data collection and analysis
  • Sound knowledge of topography and map drawing, basic handling of compass, GPS and basic digital camera
  • Computer literate
  • Effective communication skills (written and verbal) in Tigrigna and English
  • Excellent planning and organisational skills
  • Excellent ability to work in a team
  • Good knowledge of local communities and community dynamics
  • Experience and willingness to work in the field in remote and volatile areas
  • Driving license
  • 3 years working experience

EDUCATION: (include certificates, licenses, etc.)

  • BA Degree in related field
  • Vocational school – higher education is an asset
  • High school

LANGUAGE: (indicate fluency level)

  • Tigrigna
  • Good knowledge of the English language (verbal and written)
