Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.

Main Purpose

The Consultant will provide technical expertise and create and deliver of the digital learning content from existing training materials to improve awareness and knowledge of Member States experts involved in emergency preparedness and response activities, and to make recommendations to enhance the usage and effectiveness of existing learning content.

Functions / Key Results Expected

• Develop e-learning and blended learning courses and programs for experts and professionals working in emergency preparedness and response in IAEA Member States based on the principles of instructional design, adult learning theory, and IAEA design guidelines based on existing training materials.
• Work together with different technical experts within the Incident and Emergency Centre and subject matter experts globally as identified by the technical experts, to develop appropriate, clear, and effective e-learning content.
• Deliver a comprehensive suite of e-learning content in various formats, such as photos, videos, screencasts, podcasts, and e-learning modules, using tools like Articulate Storyline/360, Camtasia, and Adobe Creative Suite. Support the integration of these materials with the Agency-wide learning platforms through close collaboration with the relevant internal teams to ensure alignment and functionality.
• Prepare and deploy feedback and evaluation forms; pre/post-tests and course tests for workshops and training programmes conducted by the Incident and Emergency Centre, and otherwise support with the use of the Agency-wide LMS.

Qualifications and Experience

  • University degree in Education, Instructional Design or a related field.
  • Minimum of 5 years’ experience in training and capacity building development.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
