Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.
Main Purpose
The consultant will provide technical expertise and advice on information received by the IEC regarding the nuclear safety and security of nuclear facilities and collate the information received based on the IAEA Seven Indispensable Pillars for ensuring Nuclear Safety and Security during an armed conflict (“Seven Pillars”). The outputs of the work will be in the form of regular reports (daily, weekly and ad-hoc) consisting of summaries of the status of the nuclear facilities which are reported to the IEC.
Functions / Key Results Expected
The consultant will:
• Collect, review and record information received by the IEC related to the nuclear safety and security of nuclear facilities.
• Summarise the information received and prepare reports for distribution within the IAEA.
• Prepare summaries of the information received for reporting to the IAEA Member States and to the public.
• Maintain databases of information on the status of nuclear facilities based on the Seven Pillars, and events affecting or potentially affecting the nuclear safety and security of the nuclear facilities.
• Establish and maintain communications with the IAEA teams deployed in the field and at nuclear facilities.
• Participate in meetings (in-person and virtual) with IAEA teams and counterparts at the nuclear facilities.
• Liaise with the Technical Coordinator (NS) to ensure that IAEA teams are prepared to communicate with the IEC while deployed.
• Support the operation of the Incident and Emergency System in the response to events.
