Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.

Main Purpose

The consultant will advise the IEC on the business continuity plan (BCP) arrangements for IEC’s operation. The consultant will ensure implementation of requirements for the USIE website enhancements. The consultant will assist the IEC in writing a set of technical scenarios of emergencies involving Nuclear Facilities and radiation sources to be used in exercises.

Functions / Key Results Expected

The consultant will:
– Develop the USIE website enhancements in the framework of a USIE REVAMP project by:
o Ensuring implementation of requirements on reporting of an emergency and requesting assistance via USIE.
o Providing input and feedback to the IT developers.
o Develop and implement approach for testing the new USIE website by external users. Collect, document and communicate feedback to the developers and propose improvements.

– Provide expertise on reviewing and updating the BCP and related documentation.
o Update/draft related documentation: Business Impact Analysis, BCP plan, procedures, checklists.
o Assist in conducting an exercise to test the IEC’s business continuity arrangements.

– Assist in conducting ConvEx-1 exercises by analysing participation of contact points and draft an exercise report to be shared with Member States. Document participation statistics. Improve communication with Member States by identifying a list of contact points with communication issues and implement follow up actions and update their contact data.

– Assist in maintaining the Incident and Emergency System’s (IES’s) on-call roster by identifying available staff, update related documentation and online resources.

– Improve the preparation arrangements to internal full response exercise by writing a set of technical scenarios of emergencies involving nuclear facilities and radiation sources. Assist in conducting a response exercise to test the developed technical scenarios.

Qualifications and Experience

  • University degree in natural sciences or a related field.
  • Minimum of 5 years of experience operation of an emergency response centre or similar.
  • Good knowledge of the functions of an IAEA Emergency Contact Point and especially experience with the USIE website.
  • Knowledge in Business Continuity is an asset.
  • Excellent oral and written command of English. Knowledge of other IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
