Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.

Main Purpose

The consultant will provide technical expertise and implement activities related to the IAEA’s response to international and national nuclear and radiological events, so that the IAEA can fulfil its legal obligations under the Convention on Early Notification of a Nuclear Accident and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency. This includes: to prepare, implement and evaluate table-top and field response exercises (ConvEx), developing relevant documentation and providing related training. The consultant will provide technical input and expertise to the delivery of IEC’s programmatic activities related to the implementation of the international response arrangements for nuclear and radiological emergencies, and to the provision of emergency assistance in the framework of the Assistance Convention.

Functions / Key Results Expected

• Implement the IEC’s operational roles in response to nuclear and radiological incidents and emergencies.
• Evaluate relevant information and feedback from the response to nuclear and radiological incidents and emergencies and from exercises to identify trends and areas for further improvement of the IAEA’s international response arrangements.
• Prepare and conduct activities related to the preparation, conduct and evaluation of nuclear and radiological emergency response exercises, including the development of relevant documentation and the provision of related training.
• Track implementation of the IEC annual exercise plan.
• Provide relevant expertise to the IEC and participate in associated training and exercises.
• Participate in meetings and workshops, as required.

Qualifications and Experience

  •    University degree in nuclear science, engineering, emergency management, or a related technical or scientific field. University degree in management, communications, public relations, international affairs, or a related field with three years of additional relevant experience may be considered in lieu of a technical or scientific university degree.
  • Experience in the field of emergency preparedness and response.
  • Experience in response to nuclear and radiological emergencies is desirable.
  • Practical experience in planning and conducting nuclear and radiological emergency response exercises.
  • Working knowledge of IAEA Safety Standards on Preparedness and Response for a Nuclear or Radiological Emergency.
  • Knowledge of the IAEA’s structure and functioning would be an asset.
  • Excellent command of oral and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
