Organizational Setting
The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.
The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.
The Division of Nuclear Power comprises the Nuclear Power Engineering Section, the Nuclear Power Technology Development Section, the Nuclear Infrastructure Development Section and the INPRO (International Project on Innovative Nuclear Reactors and Fuel Cycles) Section. The Division provides core engineering, technological, human resource development and management support to interested Member States in the field of nuclear power.
The Nuclear Infrastructure Development Section helps Member States to have a better understanding of the requirements needed for implementing nuclear power programmes, to enhance their capabilities associated with the construction of their first nuclear power plant or new nuclear power plants, to enhance their abilities to develop the necessary infrastructure for introducing nuclear power on safe and sustainable manner, and to expand the use of an internationally recognized approach for the introduction of nuclear power, including a harmonized framework and qualitative data, through coordination throughout the IAEA.
Main Purpose
As part of a team led by the Section Head, the Nuclear Engineer (Infrastructure) formulates coordinates and implements the IAEA’s activities on nuclear power infrastructure development, and based on expert knowledge, conducts activities related to direct assistance and advice to Member States. In particular, the Technical Officer plans and coordinates assigned projects on both large and small modular reactors to support specific programmes and services aimed at guiding and strengthening the capacity of Member States planning to introduce nuclear power through proper development of the necessary infrastructure as specified in the IAEA Milestones Approach.
Role
The Nuclear Engineer (Infrastructure) is a (1) technical officer, contributing to the development and implementation of activities aimed at promoting the application of the Milestones approach in Member States embarking on nuclear power projects; (2)technical officer, leading and evaluating IAEA Technical Cooperation and extra-budgetary operational; (3) scientific secretary and technical expert, planning and leading Technical Meetings and consultancies; (4) coordinator, planning and leading/coordinating technical reviews of the status of infrastructure development in Member States introducing nuclear power and follow-up missions; and (5) a communicator delivering high quality presentations and documents relating to nuclear infrastructure.
Functions / Key Results Expected
• Plan, implement and evaluate projects in capacity building for infrastructure development in collaboration with technical experts from inside and outside the Section.
• As a technical officer, backstop technical cooperation projects in the subject area, evaluating proposals and planning and implementing activities; review the results achieved and conduct analysis.
• Organize and manage capacity building projects, including education, training and exercises at the national, regional and international levels to address nuclear infrastructure development issues of priority for individual Member States or regions.
• Initiate, plan and conduct technical meetings for Member States to review and discuss the status and progress achieved in nuclear infrastructure and nuclear power programme planning.
• Develop, maintain and promote best practices on key sectional processes for coordinating IAEA assistance with Member States’ national activities.
• Develop technical documents and reports on various aspects of the IAEA’s activities on nuclear infrastructure.
• Provide authoritative information, advice and guidance on nuclear infrastructure and nuclear power programme planning.
• Coordinate/liaise with external institutions and stakeholders, including donor organizations; gather, maintain and apply knowledge of international best practice and future trends in the subject area.
• Provide expert technical input and maintain the CNIPs and IWPs for designated Member States; provide support and relevant expertise for the Integrated Nuclear Infrastructure Review (INIR) missions; and participate in associated meetings/missions as required.

Qualifications, Experience and Language skills
Master’s Degree – Advanced degree in engineering, international relations or university degree and equivalent work experience in the nuclear field.
Minimum seven years’ professional experience in the field of nuclear power programme development, and new build project experience is an asset.
Experience in international cooperation in the nuclear field with developing countries.
Experience in working in sensitive nuclear energy data environments and the ability to balance business needs and energy requirements.
Experience to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 35415*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
