1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Partnerships Directorate (PD) enhances Military Cooperation (MilCoop) with Partner nations, International Organisations (IO) and Host Nations (HN).
The Military Cooperation Division coordinates the participation of Partner nations in NATO conducted exercises training and education, and coordinates and enables partner and non-NATO Troop Contribution Nations (NNTCN) participation in NATO-led missions and operations.
The Operations and Training Branch develops Military Partnerships relationships and linkages with the Strategic Commands (SCs) and Subordinate Commands.
The Operational Capabilities Concept Section (OCC) develops policy advice for the SHAPE Command Group to support the further development and more effective implementation of the concept.
The incumbent’s duties are:
1) Analyse To analyse the needs of selected partners and then support the development of critical capabilities of prioritized OCC Units. CB Objectives includes improving interoperability by developing partner forces suitable for joining multinational and/or NATO-led crisis response operations and missions. However at the current status OCC oriented to make evaluations rather than prepare partners forces. 2) Work on developing needed procedures for expanding OCC program mechanisms in order to additionally support capability development and force preparation; 3) Define the structure and future PE posts, and other stakeholders roles and responsibilities how to conduct the analysis and assessments at OCC force preparation phase; 4) Figure out solutions on train the trainer model for PN OCC force preparation phase; 5) Be able to be personally engaged and execute the OCC analyst and advisor role for the pilot CB projects; 6) Reflect feedback and expertise for reviewing and modifying the processes and procedures at CB conceptual framework IOT facilitate smooth transition to CB Phase -2 |
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.

1) Experience in an Operational or Strategic Level HQ.
2) Experience in a multinational environment.

4) Demonstrable excellent ability to communicate orally and in writing.
University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation.
English SPL 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
1) Previous NATO experience, especially in related fields of work desired.
2) Experience working with Partners.
3) Experience in Capacity Building.
•Personal Attributes: The range of personal attributes required for this post are very demanding and exacting, but without them the function will fail. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behavior and moral courage are also needed.
• Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across ACO SHAPE and also with all of the NATO Command Structure. This will be a mixture of Military and Civilian personnel. There will also be engagement with NATO HQ. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment.
• Contribution To Objectives: The post will directly impact the achievement of NATO 2030 Capacity Building Objectives.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
