1. SUMMARY
The NATO Office of Resources (NOR) advises and supports the NATO resource committees, other NATO Headquarters Divisions and NATO bodies on the planning and allocation of military common funding for NATO’s integrated command structure, operations and missions, and strategic capabilities. The NOR supports political level negotiation on resource policy, and makes recommendations to resource committees on the efficient use of resources to achieve NATO objectives. The NOR’s core function is to assess military requirements and the proposed technical solutions for common funding eligibility, life-cycle resource implications, viability, and policy compliance. The NOR provides integrated staff advice and support to the Resource Policy and Planning Board (RPPB), the Budget Committee (BC) and the Investment Committee (IC) as well as their Chairs.
The Resource Committees Secretariat provides staff support, including drafting, administrative, organisational, coordination and policy support, as well as procedural advice to the resource committees and Chairs supported by the NOR.
The incumbent works under the direction of the Resource Committees Secretariat Head/ Executive Officer and under minimal supervision. S/he provides staff support to the various resource committees and other activities supported by the NOR.

3. MAIN ACCOUNTABILITIES
Planning and Execution
Provide staff support to the resource committees. Manage efficiently and address all practical, administrative and logistical aspects of committee work. Make the necessary arrangements in connection with meetings of those committees. Set up and review Committee work plans, and contribute to the overall NOR planning activity. Track the implementation of committee decisions, report on progress and contribute to the timely execution of policy directives issued by the committee.
Expertise Development
Provide advice on Committee matters to Chair of the relevant committees, National representatives, colleagues and other stakeholders, as required. Identify relevant issues for the Committees’ consideration and coordinate the preparation of appropriate materials and proposals for Committees’ consideration. Present work and issues of concern in an effective manner to a diverse audience.
Information Management
Oversee management of documents in support of relevant committees and the maintenance of a calendar of all ongoing activities within the area of responsibility. Ensure that appropriate resources are in place and that key parties are consistently informed of any changes and requirements emanating from Committee activities. Use Information technology to ensure reliable and timely access to information pertinent to the conduct of Committee businesses.
Stakeholder Management
Deal with practical and administrative aspects of committee work to keep all contacts and concerned parties up-to-date. Advise the Committee Chair and other staff officers to produce quality, timely and decisive work. Maintain close and frequent contact with other International Staff (IS), International Military Staff (IMS) and other NATO bodies as required, as well as with national delegations, international organisations and contacts, in order to ensure the timely and efficient dissemination of all relevant information, thereby facilitating future committee discussions.
Knowledge Management
Exchange knowledge with stakeholders on committee developments. Ensure the preparation, processing and issuance of committee documents (reports, agendas, decision sheets and other documents required). Monitor ongoing work in other relevant committees/bodies for developments that may be of interest to the Resource Committees.
Organisational Efficiencies
Pursue continuous process improvements and identify opportunities for better use of information technology.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent will report to the Resource Committees Secretariat Head/ Executive Officer, and will work in close cooperation with other branches and sections of the NOR. The incumbent will maintain working contacts and communicate effectively with national delegations to NATO, other Divisions of the International Staff (IS), NATO Military Authorities and Agencies.
