The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The purpose of the Driver is to transports people and goods in a safe and timely manner, in accordance with IFRC rules and regulations and national traffic laws. For the Admin the purpose is to manage and monitor the Fleet in the Dnipro Oblast.

Operational responsibilities
General duties
-Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
– Always respects and observes staff regulations and security rules.
– Always represents the Norwegian Red Cross in a professional manner.
– Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
– Performs all duties with the highest level of confidentiality in the interest of the employees and the RC Movement.
– May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
Accountabilities and responsibilities
General
– Drives light vehicles to transport people and/or material in strict adherence to internal security rules and national traffic laws.
– Drives light vehicles in the safe and economical manner.
– Constantly monitors security conditions on the road.
– Ensures that goods are stored inside the vehicle according to local, international and ICRC safety standards (attachment and distribution of goods, etc.).
– Checks their assigned vehicle(s)’ equipment, general functioning and body condition and ensures that it is kept fuelled and clean inside and out.
– Checks that trips have been authorized where necessary.
– Immediately reports accidents, defects and/or missing equipment to management.
– Can act as head of convoy as needed (in charge of the driver(s), application of security rules and timeframe for the convoy).
Transport
– Drives different types of Red Cross light vehicles and transports people and/or material as per instructions.
– Loads and unloads vehicles as necessary and ensures that the goods are loaded safely. Properly delivers cargo as requested and obtains transport documents for all cargo transported.
– Ensures that passengers and cargo on board have all the necessary authorizations and documents available.
– Controls attributed vehicle and avoid misuse.
Fuel
– Ensures that the car is always refueled before parking at the end of the trip.
– Drives in manner that minimizes fuel consumption and maintains vehicle in good condition.
– Fills in Logbook, weekly report and Tachometer tape correctly with all relevant data for each trip.
– Hand over complete documentation to dispatcher at the end of the week.
Load responsibility
– Drives in a manner that will not damage cargo.
– When applicable, ensures that custom and Red Cross seals are intact.
– Is present at the loading and unloading of goods and confirms that the quantity corresponds with relevant documentation.
– Is responsible for goods documentation.
– At unloading presents documentation to the receiver of the goods to be signed and returns it to dispatcher
– Participates in loading and unloading if needed.
Vehicle’s checking & maintenance
– Checks the mechanical condition of the vehicle before the trip and at the beginning of all working days: fluid levels, wheels, tyres, lights, inspects for eventual leaking of fuel and oil, checks body condition.
– On each handover and once a week checks vehicle equipment and body condition assigned for checking through checking lists
– Can change tyre or bulb on the road.
– Is responsible for equipment, tools, chains, spare tyres placed in the vehicles and reports any changes to Logistic Coordinator.
Security
– Informs Logistic Coordinator about time of departure and return to the base.
– Makes sure that vehicle is parked in safe area all the time.
– Is aware of and reacts to the current security situation.
– Respects Red Cross internal security rules all times.
– Respects the laws in general and traffic regulations in particular.
– Use the security belt and oblige passenger to use it.
– Drives only Red Cross goods and personnel in Red Cross vehicles unless instructed differently by superior.
– Fills in relevant field trip and other form.
– Avoids using mobile phones while driving and respects radio communication procedures.
– Is aware of the rules concerning correct use of vehicle, and carriage of passengers and goods.
– Acts as convoy leader when required
Collaboration
– Liaises internally mainly with Norwegian Red Cross country office staff and project staff within URCS.
– Liaises with visits from Norwegian Red Cross HQ or other parts of the RC Movement when needed.
– Liaises externally with people related to their work, e.g. traffic police, weapon bearers at checkpoints, fuel-station personnel, etc. May interact with beneficiaries.
– Liases with related staff in Dnipro Oblast
Duties applicable to all staff
1. Work actively towards the achievement of the Federation Secretariat’s goals.
2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
3. Perform any other work-related duties and responsibilities that may be assigned by the line manager.
– Valid Driver license which comply with local regulations and international standards, automatic and manual gear.
– Complete higher education in the relevant field of training (master, specialist) and advanced training.
Required
– Work experience in the profession of at least 3 years.
– Ability to navigate efficiently and knowledge of local geography
– Proficiency in Microsoft Office suite (Word, Excel, Outlook)
– Experience working in multicultural environments
Preferred
– Professional driving experience, possibly in a similar organization
Required
– Driving experience – prior experience as a professional driver is an asset.
– Understand defensive driving techniques to minimize risks and prevent accidents.
– Proficiency in using maps, GPS, and navigation apps to find optimal routes.
– Basic knowledge of vehicle maintenance and troubleshooting. This includes checking oil levels, tire pressure, brakes, and other essential components.
– Due to challenging humanitarian environment, adaptability and resilience are essential.
– Understand security protocols and safety risks, follow strict instructions provided by supervisors.
– Know how to respond in emergencies, including evacuation procedures and first aid.
– If transporting goods or supplies, understand proper loading and unloading procedures.
