GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as enabling public and private green infrastructure investments.
GGGI supports member Governments in enhancing sustainable transportation systems through various initiatives, including e-mobility projects and policy development. The role of the Officer for Sustainable Transport is integral to the development, and implementation of sustainable transport measures across Pacific Island countries, aligning with national development priorities and GGGI’s strategic goals. The Officer for Sustainable Transport will report to the Senior Officer – Sustainable Transport and Mobility and will be based in the Pacific region, with mission travel to various Pacific Island countries.
POSITION SUMMARY
The Officer for Sustainable Transport will support the preparation and implementation of GGGI’s sustainable transport objectives in programs and projects across the Pacific region. The role will report directly to the Senior Officer – Sustainable Transport and Mobility, working in close collaboration with the GGGI Pacific Regional Office and Country teams.
PURPOSE
The role of the Officer for Sustainable Transport will focus on a range of duties including, but not limited to, the following:
- Contribute to the development and implementation of sustainable transport projects, particularly e-mobility initiatives, across Pacific Island countries.
- Lead project identification, preparation, and implementation in coordination with government counterparts.
- Lead and support the technical and general project management activities of GEF-funded and other donor-funded projects related to sustainable transport and e-mobility.
- Conduct policy analysis and contribute to the development of transport-related policies, strategies and regulations.
- Conduct research and data collection and analysis for input into transport related policies, strategies and regulations
- Contribute to knowledge-sharing and capacity-building initiatives within GGGI and external stakeholders.
ENGAGEMENT
To fulfil the mandate of this role, the Officer must be able to communicate and collaborate effectively with a diverse range of people within and outside of GGGI. S/he is expected to:
- Advise and support GGGI Pacific teams to better integrate sustainable transport aspects in projects and country programs.
- In cooperation with the Pacific country teams, engage with the government, local communities, consultants, GGGI staff and other stakeholders to ensure sustainable transport strategies and plans.
- Maintain active relationships with key stakeholders, integrating their needs and priorities into sustainable transport projects.
- Demonstrate success stories in sustainable transport projects to staff, government partners, donors, and external stakeholders.
- Represent GGGI in external events related to sustainable transport in the Pacific region.
DELIVERY
Under the supervision and in collaboration with the Senior Officer – Sustainable Transport and Mobility, the Officer is expected to:
- Lead the application of sustainable transport principles across project ideas, detailed proposals, and investment plans.
- Lead, monitor, and verify project progress and ensure projects are delivered meeting objectives and timelines.
- Lead technical engagement of consultants and professional firms.
- Support and provide expert review of their respective deliverables relating to the sustainable transport/electric mobility work and other technical outputs.
- Organize and facilitate workshops, training sessions, and other capacity-building and project-steering activities.
- Develop and manage project documents, technical reports, and communication materials, ensuring quality and compliance with GGGI standards.
- Support the development of communication materials that demonstrate stories of change from incorporating sustainable transport objectives in green growth initiatives.
- Write Terms of Reference and state of work for consultants and firms.
- Manage and supervise consultants, administrative staff, and interns working on sustainable transport projects as needed.
- Prepare and deliver presentations at internal and external events on sustainable transport in the Pacific Region.
- Provide internal reviews of project proposals and knowledge products related to sustainable transport/transport infrastructure/electric mobility.
REQUIREMENTS
QUALIFICATIONS
- Master’s degree in Transportation Engineering/Planning, Urban Planning, Environmental Science, Public Policy or related fields.
- Minimum of 5+ years of relevant experience in sustainable transport, particularly in the electrification of transport, transport decarbonization, and climate change contexts.
- 2+ years of living and working outside of the home country (internships, education, and volunteer work will not be considered). Candidates that don’t have international experience under GGGI’s guidelines can be considered for national positions at the same grade level; however, the compensation within that grade will vary depending on the preferred duty station.
- Demonstrated project management and proposal formulation skills are required.
- Experience with multilateral or bilateral development institutions in developing countries is a key asset.
- Professional experience in the Pacific or other Small Island Developing States is highly desirable.
- Understanding of green growth and sustainable transport integration.
- Training and awareness of gender issues in sustainable transport is an asset.
- Experience in the maritime transport sector is considered an asset.

WORKING CONDITIONS
The Officer is an X8, international grade level in GGGI’s salary scale. For X8 International grade, the base salary starts from USD 64,920. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance – equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
