1. SUMMARY
The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations. Key lines of effort include:

leading the development of major complex capability programmes in the land, maritime, air and space domains – including on Air and Missile Defence, Alliance Future Surveillance and Control capability (follow on to AWACS), Air Command and Control (Air C2), Joint Intelligence Surveillance and Reconnaissance (JISR) assets and other critical Consultation, Command & Control (C3) networks – and in doing so addressing all policy, political-military, technical and practical aspects;

leading NATO’s policy and engagements in the aviation domain;
-
pursuing interoperability through prioritised standardisation efforts, developing with Allies new approaches to operational challenges, supported by a commitment to operational experimentation and innovation;
-
maintaining the Alliance’s technological edge through exploring and driving adoption of emerging and disruptive technologies, with a particular focus on autonomous systems;
-
facilitating multinational cooperation in capability development through a series of specific initiatives tackling critical capability requirements;
-
understanding, adapting to, and pro-actively addressing climate change;
-
informing and responding to the Alliance’s evolving capability needs through the NATO Defence Planning;
-
providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency)
-
working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU, as well as with industry and academia.
The Armament and Aerospace Capabilities Directorate (A&ACap) supports consensus decision making at NATO Headquarters on a wide range of joint, land, air and maritime capabilities required for the full range of the Alliance’s missions. To that end, it provides relevant advice to NATO Committees and the Organization’s senior management. In particular, the Directorate supports the work of the Conference of National Armaments Directors (CNAD), the Aviation Committee (AVC), the IAMD Policy Committee (IAMD PC) and their subordinate structures. Specific responsibilities include policy and capability development and delivery, support and oversight of political-military aspects and programs in the areas of Space, JAP, IAMD, Joint Intelligence, Reconnaissance, Surveillance (JISR), as well as armaments cooperation and projects conducted by NATO, multinationally or by individual nations.
The IAMD Section is responsible for policy guidance, programmatic support, capability development and delivery and cooperation on all IAMD-related matters, including relevant space and other air power topics, as well as the development of integrated air and missile defence capabilities within the framework of the NATO Defence Planning Process (NDPP). The Section supports the IAMD PC, the Joint Capability Group on Surface Based Air and Missile Defence (JCG SBAMD), IAMD-related aspects of CNAD work and the programmatic governance of NATO Ballistic Missile Defence and Air C2 programs. The Section develops and conducts relevant activities with Partners in various NATO fora. It liaises and coordinates with all space, JAP and IAMD entities, in particular the NATO Military Authorities (NMAs) and other relevant NATO bodies and agencies and external stakeholders..
The incumbent is responsible for managing, promoting and coordinating all assigned activities. This includes working with nations, NMAs and Partners to develop and implement relevant JAP strategies and IAMD policies to ensure a comprehensive approach to Alliance integrated air and missile defence; establishing work priorities to support Directorate, Division, Committee and Alliance goals and objectives; providing advice to senior personnel and the Private Office on JAP and IAMD related issues; anticipating requirements and providing similar inputs to other Divisions or entities.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
-
hold a university degree in a relevant field from an institute of recognised standing;
-
have at least 5 years’ professional experience working for an International Organisation or a national administration, with a focus on defence policy and international relations;
-
have extensive experience of Joint Air Power, and in particular IAMD, capability development and delivery within NATO and multinational context;
-
have extensive knowledge of modern IAMD systems’ capabilities, operations and organisations;
-
have extensive knowledge of and experience in political-military and operational aspects of IAMD within NATO context;
-
have a broad knowledge of and experience in strategic aspects of Joint Air Power within NATO context;
-
demonstrate the capacity for independent conceptual analysis of issues affecting the Alliance’s development and delivery of IAMD capabilities, and contribute effectively as a member of a team;
-
be able to communicate clearly, on the basis of logical, persuasive and succinct arguments in verbal and especially written form;
-
possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
-
be prepared to travel and to work unsocial hours.
DESIRABLE
The following would be considered an advantage:
-
defence policy experience in a national delegation to NATO or a NATO body addressing defence capability development and delivery;
-
experience working for or in the military, particularly with IAMD forces;
-
familiarity with NATO procedures, policies and initiatives including procedures for negotiations in an international organisation.
3. MAIN ACCOUNTABILITIES
Policy Development
Develop NATO JAP and IAMD related policy, planning documents, and conceptual working papers, including with a special focus on capability development and delivery. Provide and coordinate advice regarding the integration of existing and future IAMD capabilities. Contribute to the preparation of IAMD related meetings of senior NATO Committees including the North Atlantic Council (NAC), the IAMD PC, CNAD and its subordinate bodies. Prepare, study and/or implement NAC decisions on JAP and IAMD policy development as required.
Expertise Development
Draft clear and concise reports, background briefs and speaking notes related to NATO JAP and IAMD. Provide advice and recommendations to Committees addressing NATO JAP and IAMD. Monitor and report on developments in IAMD related technologies, policies and their operational employment. Provide political-military expertise to JAP and IAMD related activities, in particular in the area of integration of these capabilities, and the defence policy and planning aspects.
Stakeholder Management
Act as the Capability Area Facilitator (CAF) within relevant IAMD areas in coordination with other CAF. Act as the staff advisor and/or secretary to IAMD relevant Capability Groups. Monitor the work of other NATO bodies engaged in JAP and IAMD related activities and liaise with them on a regular basis. Collaborate as necessary with colleagues in NATO Headquarters and throughout the Alliance who deal with aspects of JAP and IAMD. Network with government, military and industry counterparts and International Organisations to discuss ideas and areas of interest relevant to JAP and IAMD.
Information Management
Assist with the preparation of agendas, decision sheets and reports resulting from meetings. Initiate the necessary follow-up action concerning the decisions of the various relevant committees and their supporting bodies.
Representation of the Organization
Participate/lead in meetings, seminars, exercises and workshops providing briefings, expertise and assistance in JAP and IAMD related subjects based on Alliance goals and objectives.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent will report to the Head of Section, but will be responsible for conducting a large amount of work independently. He/she will liaise with members of other Divisions of the International Staff, the International Military Staff and with national delegations. He/she will also work closely with staff from the Bi-Strategic Commands and their subordinate Headquarters, and with NATO Agencies/Centres of Excellence as required.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
