JOB DETAIL

1.       SUMMARY
NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of four pillars: Talent Management and HR Integration (TMHRI); Staff Services (Pay and Benefits, Pensions and Insurances); HR Policy and Strategy Coordination (IS and NATO-wide HR policy) and the Medical Service.
The Insurances Service provides services in the area of insurances on an Organization- wide basis in a framework of NATO-wide HR Shared Services. 
The incumbent reports to the Head of the Insurances Service and s/he deputises for her/him in their absence. S/he responds to questions pertaining to insurance of varying nature for NATO and other Agencies in Brussels and NATO-wide Agencies, and retirees, in the framework of Chapter X of the Civilian Personnel Regulations (CPRs). This includes contributing to the management of the NATO-wide Group Insurance contracts, i.e. the Medical Group Insurance, the Big Risks Insurance: death, invalidity, temporary incapacity, terrorism and repatriation, Personal Accident Insurance for deployed staff, insurances for temporary staff, Local Wage Rate staff, experts, Terrorism Insurance, etc.
Under the general guidance of the Head of the Insurances Service, s/he liaises with insurers, other International Organisations, account managers of the insurance administrator, beneficiaries, the IS Financial Controller, the Policy and Strategy Coordination Section, HR and Legal services of NATO Bodies, auditors, actuarial consultants, the Procurement service, Representatives of the Confederation of Retirees Associations, Representatives of the Confederation of Staff Associations. S/he may be asked to supervise the work of the Assistants. The incumbent must be extremely discrete as s/he will handle confidential medical information, and must show impartiality and consistency.
2.       QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
  • possess a university degree or equivalent level of qualification in economics, human resources management, business or public administration, finance, accounting, actuarial studies  or related field, from an institute of a recognized standing;
  • have at least 2 years’ experience in managing insurance contracts or related function;
  • have strong analytical and numerical skills and the ability to interpret and apply complex regulations;
  • be discrete and have excellent public relations, communication and negotiation skills;
  • demonstrate strong drive for customer service attitude, teamwork and flexibility;have good knowledge of the standard Microsoft Office software, as well as information technologies and equipment for storing, retrieving, transmitting and handling data;
  • have experience in insurance management systems and the associated policy and processes;
  • have experience in implementing and/or handling digital transformation projects to contribute to organisational efficiencies and reporting;
  • possess the required levels of NATO’s official languages (English/French): V (“Advanced”) in one, III (“Intermediate”) in  the other.
DESIRABLE
The following would be considered an advantage:
  • more than 2 years of relevant professional experience;
  • experience in the interpretation of contracts and/or personnel regulations;
  • experience in giving presentations;
  • experience in the analysis of financial statements, premium calculations, etc.;
  • experience in international organizations or public administration.
3.       MAIN ACCOUNTABILITIES
Expertise Development
Assist in the management of the contract for the NATO-wide Group Insurance contracts, i.e. the Medical Group Insurance, the Big Risks Insurance: death, invalidity, temporary incapacity. Assist in ensuring that insurance contracts are in line with NATO legal requirements as prescribed by relevant articles in CPRs and rulings of the NATO Administrative Tribunal. Verify and calculate NATO-wide yearly premiums adjustments. Support the development and update of implementing guidelines for the Joint Consultative Board (JCB) to align the level of services with the Third Party Administrator (TPA) and NATO management (on contractual provisions and specific reimbursement agreements). Serve as point of contact on a broad range of insurance issues, providing oral and written advice to staff members, management, retirees and personnel officers from NATO-wide agencies on insurance related questions (medical, life pension and repatriation).Handle administrative departure procedure, i.e. entitlements of leaving staff to medical coverage. Propose improvements to insurance arrangements. Monitor operations related to insurances including provider performance and maintain an ongoing benchmarking process with other International Organisations and industry best practice. Respond to requests from management to explore new insurance services, network with insurance market and identify potential providers.
Information Management
Compile and disseminate group insurance contract changes to parties concerned. Update the database for staff members in connection with their insurance entitlements. Monitor accounts (premiums, claims, administration cost and profit sharing) for the insurance policies. Develop written procedures for the follow-up of temporary incapacity with the TPA, and for invalidity assessments for staff under the Defined Contribution Pension Scheme (DCPS). Develop and periodically update the NATO Benefit Guide in consultation with the members of the Advisory Panel (AP).
Knowledge Management
Contribute to the reference guide for insurance terminology. Draft memoranda, Office Notices. Provide relevant financial inputs for audits, expenses and incomes studies, asset and liability analyses, accounting and disclosure of the Defined Benefits studies, financial statements, etc.  Contribute to the yearly report on the administration of the Retirees’ Medical Claims Fund (RMCF) for the Secretary General and the Staff Association, as per CPR’s annex XIII-2, Article 5.9.
Stakeholder Management
Maintain close contact with the insurers and TPAs responsible for the group insurance contract concerning medical expenses, repatriation, contract modifications and all the insurance contracts regarding permanent and temporary staff. Monitor the quality of the TPA provider, supervise their reporting and ensure continually optimised procedures. Solicit the TPA to ensure adequate fraud detection. Give presentations NATO wide –when required- on specific questions as raised by the NATO Bodies and to pre-retirees at the Headquarters on their future entitlements. Cooperate closely with the Representatives of the Confederation of Staff Associations responsible for the regionally different Supplementary Medical insurances. Follow-up co-operation with the Preferred Provider Organisation (PPO) in the U.S.
Project Management
Gather information on the social security systems of various international authorities. Calculate the yearly insurance premiums for both NATO and staff members’ contributions on an IS and NATO-wide basis. Assess and calculate staff members’ personal and work related insurances, which may be affected by deployment in support of Council approved operations.  Organise medical arbitrations as directed. Enlist the help of other staff in the socio-medical team as appropriate.

4.       INTERRELATIONSHIPS
The incumbent reports to the Head, Insurances Service. Under her/his general guidance, the incumbent works closely with all members of the International Staff (IS) with respect to their insurance issues. In this role, the post holder will also be required to work with the insurer and TPA of the group insurance contract and other Insurances. S/he will also liaise with Procurement and the other staff of the Office of the Financial Controller. In addition, this post requires the establishment and maintenance of wider contacts with the HR Policy/Strategy Coordination Service and throughout the NATO bodies on insurance issues. The incumbent will be in contact with insurance officers of other International Organisations. S/he deputizes for Head, Insurances Service, during their absence.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
