ABOUT THE PROJECT

One of the first projects in the GGGI Kyrgyzstan office is set to launch in 2024 with funding from the Ministry of Environment of the Republic of Korea. Titled “Strengthening Climate Resilience through the Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia” (the “Project”), it will focus on landslide and flood prevention measures.

POSITION SUMMARY

The Project Officer will coordinate with government counterparts to implement climate action and climate resilience-related projects in Kyrgyzstan. In particular, he/she will be in charge of conducting a Regional Climate Resilient and Green Growth (CRGG) assessment on water-related disaster risk management and delivering the relevant capacity-building and knowledge-sharing activities.

This position within the Kyrgyzstan country team will support the development and implementation of various strategies and studies focused on climate resilience and flood and drought management. The Project Officer will report to the Project Manager and Country Representative.

PURPOSE
  • Assess national policies related to water-related disaster risk management and contribute to the development of the Climate Resilient and Green Growth (CRGG) assessment tool for water management.
  • Support Country Representative and the Project Manager on country program’s overall monitoring and evaluation exercises.
  • Build working relationships with climate change stakeholders including Ministry of Economy and Commerce, Ministry of Emergency Situation, city-level governments, development partners, GCF accredited entities operating in Kyrgyz Republic, civil society and private sector.
ENGAGEMENT
  • Support line ministries and city governments in clearly articulating the climate action and climate resilience needs and opportunities to pursue low-emission climate-resilient development.
  • Engage in stakeholder mapping, facilitate support private sector engagement, and connect ministerial and city-level stakeholders with technical advice and support required for project implementation.
  • Support the Ministry of Emergency Situation to convene stakeholders for consultation and capacity building.
  • Liaise and coordinate with technical advisors in GGGI and consultants to deliver projects.

 

DELIVERY
  • Apply analytical skills to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle.
  • Assess delivery issues and works with national counterparts to build common understanding and coordination on project activities.
  • Monitor project implementation, prepare periodic financial and narrative reports, and recommend adjustments to budget and work plan.
  • Develop reports on the results of project activities in Climate Resilient and Green Growth (CRGG) assessment on water-related disaster risk management and facilitate internal and external communications.
  • Organize program activities including policy consultation and validation meetings and workshops, capacity building and knowledge sharing programs based on annual/biannual work programs and budget plans.
REQUIREMENTS
QUALIFICATIONS
  • Masters degree in economics, public policy, environmental economics, urban planning or relevant field OR equivalent experience
  • Minimum 5-7 years project or policy experience in climate change, green growth, sustainable development or other related sub-sector
  • Technical and in-depth knowledge of climate change – mitigation, adaptation, policy and/or financing
  • Understanding of climate adaptation, flood and water management context in Kyrgyz Republic and related climate change issues.
  • Experience in conducting Climate Resilient and Green Growth (CRGG) assessment and/or Climate Risk-Vulnerability Assessment (CRVA) will be an advantage.
  • Good knowledge in monitoring and evaluation systems within a performance-based management context, and experience working with social and environmental safeguards will be a plus.
  • Strong research, analysis and data synthesis skills are required.
  • Ability to engage the private sector and domestic financial institutions.
  • Ability to mainstream gender, poverty reduction and social inclusion in project cycle.
  • Fluency in written and spoken English, Russian and Kyrgyz communication is required for this assignment.
  • A Kyrgyz Republic citizen or entitled to work in Kyrgyz Republic

  • Ability to apply related concepts in the water and disaster risk management context of Kyrgyz Republic.

  • Prior experience or ability to engage the private/public sector at national and local levels.
  • Ability to build and manage complex multi-stakeholder relationships.
