1. SUMMARY

Within the Joint Intelligence and Security Division, the NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among member Nations and NATO civil and military bodies, as well as International Organisations and partner

countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters, its personnel in Brussels and abroad, and for the protection of the Secretary General. The NOS comprises the Office of the Director, the Security Intelligence Branch (SIB), the Protective Security and Emergency Services Branch (PSESB), the Security and Policy Oversight Branch (SPOB), and the Close Protection Unit (CPU).

Sitting within the Security Intelligence Branch (SIB), the Mission Security and Safety Team (MSST) is a combined security and human resources team that a serves as a focal point for all security and safety requirements for staff travelling and working abroad.

The Officer, MSST, under the overall supervision and direction of the Head, MSST, is responsible for managing all aspects of security and safety support to the NATO Satellite Offices (NASOs). Taking a risk-based approach, s/he provides support, guidance and security oversight to NASOs and their parent divisions in order to enable the establishment of new NASOs and an increase in staff footprint at existing NASO locations.

Additionally, the incumbent ensures that personnel, information and infrastructure at NASOs abroad are appropriately protected, in accordance with NATO security standards. Finally, s/he develops programmes, policy and contracts to ensure staff are prepared before and protected while abroad, and that an effective response mechanism is in place to resolve serious security incidents.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • possess a university degree, from an institute of a recognized standing or an equivalent level of qualification, in a relevant field;
  • have at least  3 years’ experience working on security in a NATO Member State’s government foreign, military or security services (foreign affairs, intelligence/security, police or military); in a governmental or non-governmental international organisation; or in an international corporate security environment.
  • possess extensive and proven operational experience in a relevant field such as the protection of personnel and premises abroad;
  • possess advanced analytical and planning skills;
  • have excellent verbal and written communication skills, as well as proven presentation, briefing and chairing abilities;
  • be able to lead and manage projects, as well as organisational change;
  • be willing and prepared to travel globally, including to non-permissive environments, and to work outside of normal office hours as required; and
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one I (“Beginner”) in the other.

DESIRABLE

The following would be considered an advantage:

  • a relevant Master’s degree;
  • relevant field work experience abroad (e.g. in a satellite office, a field office in a company or international organization);
  • relevant experience in incident/crisis planning and management;
  • broad knowledge of security issues, including counter-intelligence / insider threat;
  • experience in budget management;
  • experience in the use of open-source intelligence and how to draw from publicly available information to gather and promulgate security and safety information;
  • good understanding of the link between security and business continuity; and
  • a higher level in the other NATO official language.

3. MAIN ACCOUNTABILITIES

Project Management

Identify, analyse, design and contribute to the definition of NOS’ requirements for the establishment of new NASOs, as well as the expansion of existing NASOs, in coordination with different stakeholders, defining and documenting project scope, objectives and expected outcome. Estimate resource requirements and design a work plan to ensure project performance tracking and delivery. Create and maintain detailed project documentation and provide project updates to stakeholders as required. Develop and oversee security tenders and other negotiations with different stakeholders and providers to enable the establishment and continued operation of new and existing NASOs. Contribute to designing and conducting simulation exercises; security and safety training; ensuring communication resilience at NASOs; and any other tasks that underpin the overall MSST security and safety support to staff abroad.

Knowledge Management

Undertake research and analysis of the threats, risks and vulnerabilities to produce associated assessments, define adequate protective measures, provide security advice and prepare and implement security measures at NASOs, where appropriate. Collect and administer data and information connected to the safety and security of NATO staff abroad and at NASOs.

Representation of the Organisation

Contribute to NATO and NOS representation with internal and external interlocutors, in support of NOS’ oversight and central management of all security and safety related matters at NASOs, both in new and existing locations, in close partnership with wider NOS teams, parent divisions, partner nations, commercial entities and International Organisations. 

Policy Development

Initiate, formulate or amend policies, plans and procedures to underpin operational delivery for new NASOs, as well as a continued review of those existing for present NASOs, in coordination with the broader NOS and wider NATO stakeholders to protect NATO personnel, information and infrastructure abroad – particularly in light of an expanded NASOs network and staff abroad. Ensure robust incident management mechanism and procedures to respond to serious security incidents affecting staff abroad, including by developing and regularly reviewing incident response plans, NASO Security and Safety Plans as well as country emergency evacuation arrangements.

Stakeholder Management

Work with NATO, partner nations, commercial entities and International Organisations to obtain relevant threat information and to plan, organise and ensure adequate protection measures at NASO locations both existing and new. Contribute to creating new, and developing the existing, local contact networks at key locations to support the security and safety of staff abroad.

Expertise Development

Apply expertise, interpret existing policies and advise in the implementation and delivery of the NATO Travel Risk Management Programme, as per C-M(2002)50-REV1-Enclosure F, to ensure the security and safety of staff abroad, contributing to different preparedness, protection and response activities. Maintain an up-to-date threat picture at NASOs locations and keep abreast of the evolutions in global affairs and their impact on specific regions; follow up on developments related to the provision of security and safety to continuously improve the care given by the Organisation to its employees. Design and manage the delivery of appropriate security and safety training for staff working abroad.

Undertake any other related tasks as required.

4. INTERRELATIONSHIPS

The incumbent will report to the Head, Mission Security and Safety Team. The incumbent will maintain a close relationship with the other members of the Security Intelligence Branch and with the appropriate staffs of the NOS.  The incumbent will also work closely with other relevant divisions – dependent on the NASO location, as well as the Executive Management in connection with health, medical, insurance, contingency planning.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to 3 years
Contract clause applicable:
This post is required for a limited period to support the NATO2030 project.  As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years duration , which may be renewed for a period of up to 3 years if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
