The general objective of the IFRC is to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by local Red Cross societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world. Our work is guided by our seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality), our humanitarian values (integrity, partnerships, diversity, leadership, innovation), and Strategy 2030, which is our collective plan of action to tackle the major humanitarian and development challenges of this decade.
Strategy 2030 (S2030) – a platform for change – defines our vision, approach and strategy for the period 2021-2030. S2030 is about the changes that will allow the IFRC network to be better able to save lives, and support efforts to amplify people’s own, skills and capacities. To this end, S2030 proposes a series of transformations to achieve these goals, challenging us all to think beyond the status quo.
IFRC Secretariat’s Plan and Budget for the period 2021-2025 consists of 5 Strategic Priorities (SP) and 3 Enablers; it has a stronger focus at the country level while ensuring global coherence, and consistency of action. The Plan and Budget is grounded in S2030 and further based on the Agenda for Renewal, which articulates the role of IFRC Secretariat in the implementation of S2030.
The IFRC Secretariat is organized through a group of support services and technical functions, and delegations with geographic management responsibilities. The Country Cluster Delegation in Port of Spain covers 13 countries in the Caribbean. Four teams deliver assistance, support, and advice to national red cross societies. In turn, these teams are assisted by support services teams.
Planning, Monitoring, Evaluation and Reporting (PMER) Officer is subject matter expert in planning, monitoring, evaluation and reporting. The position is based in any of the duty stations of the IFRC within the Americas region, and assists both the Operations team, and the Organisational Transformation team of the Port of Spain Delegation.
The Operations team has overall responsibility for the implementation of emergency operations, including the transition from response to (early and long-term) recovery, and for quality assurance of emergency operations, supporting capacity development for the efficient implementation of the Operational Strategy (OS) of the Emergency Appeal (EA).
The Organisational Transformation team is responsible for transforming Red Cross societies, supporting, and developing them as strong and effective local actors, inspiring and mobilizing volunteers, ensuring trust and accountability, digital transformation and financing their future. Given the importance of ensuring that operations are an opportunity to support the overall development of a Red Cross society, these two teams work together to support organizational development goals.
The PMER Officer reports to the Operations Coordinator. S/he forms part of Operations team, the Organisational Transformation team, and the regional and global PMER teams. The PMER Officer in the Planning and Partnership team is the technical manager of this position.
The role of the PMER Officer is to ensure the efficient and effective delivery of PMER outputs in accordance with agreed donor and IFRC standards. S/he plays a key role in ensuring that projects, programmes and operations are systematically
planned, monitored, evaluated and reported.
The role enables the Operations Coordinator, Country Plan Managers and Pledge Managers to fulfil their PMER related responsibilities. S/he contributes to capacity building efforts by training staff and volunteers and providing technical assistance and
guidance.
