1. SUMMARY
The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.
The NOR’s advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.
The NOR’s Portfolio Delivery (PD) Branch provides programmatic and economic advice regarding delivery of NATO common-funded capabilities at the portfolio level with particular focus on programme interdependencies and portfolio and programme exceptions. The Branch leads the NOR change management initiatives associated with the implementation of the Common Funded Capability Delivery Governance Model (CFCDGM). Additionally, the Branch leads the Capability Implementation and Resource Information Management System (CIRIS) support and development. The Branch is organized in three Sections to ensure focused support of: Portfolio Monitoring & Reporting, CIRIS Support and Risk Management.
The incumbent will monitor and report on capability delivery benchmarks and key performance indicators (KPIs) to facilitate accuracy and accountability through regular reporting to Governance. They will provide expert independent advice on structural issues to enable efficient capability planning and delivery within scope, cost, and schedule parameters. They will report to Governance on the delivery of NATO common funded capabilities with particular focus on programme/project interdependencies, deviations, and exceptions. In this role, the incumbent will engage with key NSIP stakeholders including the Strategic Commands, National Delegations, NATO civilian and military staff, NATO Agencies, and other NATO Divisions.

Expertise Development
Directly support the Section Head, Portfolio Monitoring & Reporting, providing a strategic view and regular assessments of the NATO Security Investment Programme (NSIP). Liaise with NSIP stakeholders including colleagues from other Divisions. Monitor the activities of Strategic Commands and Host Nations to coordinate and advise on proper implementation of the Common Funded Capability Governance Model. Advise and collaborate with other NOR staff engaged in defining cost-effective ways of meeting military requirements. Participate in dedicated working groups with the aim to share information and improve processes among the NATO stakeholders.
Financial Management
Determine and verify the correct use of financial resources. Monitor and report to the Resource Committees on the accuracy and status of funding authorisation recording, funding profiles, and financial closeout of projects across the common-funded portfolio. Provide budget advice and inputs supporting NOR budget development activities and respect all applicable policy and practices regarding proper use of NOR funding.
Knowledge Management
Determine that the content of knowledge management systems is relevant and accessible to users. Contribute to the formal documentation, storage, and retention of reports and analyses across the NSIP portfolio. Collaborate with colleagues to ensure the relevance and accuracy of information recorded in official knowledge management systems.
Policy Development
Collaborate proactively across the organisation to improve identification, quantification, measurement and reporting and governance of performance measurements. Provide the resource community with the information to act and influence in the early stages of planning NATO wide initiatives in systematic and structured ways. Contribute to the development of NATO common funded implementation management policies as required. Determine the impact of existing and future policies for the timely delivery of common funded capabilities within authorised scope and cost.
Project Management
Develop and deliver capability project, programme, and portfolio implementation monitoring reports, benchmarks, and key performance indicators at a strategic level. These reports summarize the resource and operational status for capability packages and/or projects and provide recommendations on actions to mitigate identified risks. Identify and analyse Branch-level requirements for the NOR Information System programme and support the implementation of process changes. When required, act as project leader for assigned special projects and process improvement efforts.
Representation of the Organization
Regularly represent the Portfolio Delivery Branch in various meetings with national authorities of NATO nations. Conduct and support meetings on management of NATO common funded capabilities, involving various NATO and partner stakeholders in the capability communities. Represent, as appropriate, the NATO Office of Resources at conferences and other activities on issues falling within the NOR’s area of competence.
Stakeholder Management
Develop and enhance a network of key NSIP stakeholders including the Strategic Commands, national delegations, NATO civilian and military staff, and other NATO Divisions. Assess, manage and consolidate the network within the broader interests of the NOR. Provide options for effective issue management through the monitoring and analysis of current affairs.
Perform any other related duty as assigned based on Portfolio Delivery Branch Tasking.
4. INTERRELATIONSHIPS
The incumbent reports to the Section Head Portfolio Monitoring & Reporting, Portfolio Delivery Branch, and must be able to operate with diplomacy and tact in a multinational environment where decision making occurs by reaching consensus among the NATO member nations. They will coordinate work, provide support throughout the Branch and liaise with staff throughout NOR, NATO Agencies, NATO Military Authorities and national Delegations. They will train and oversee the work of interns and temporary staff in support of CFCDGM implementation, project closeout, NOR administrative support, and other duties as assigned. They will deputise as the Section Head, Portfolio Monitoring and Reporting.
They will maintain a good working relationship with members of other Divisions of the International Staff and International Military Staff. They will work closely with the staff of the NATO Military Authorities, officials from national delegations to NATO, as well as with authorities of both NATO and partner countries, other NATO units, International Organisations and Non-Governmental Organizations.
