1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Strategic Development and Preparation (SDP) Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO; contributes to the development of strategic policy and concepts for ACO; preparation of the NATO Command Structure (NCS) and declared forces for current and future operations across the full spectrum of mission areas; developing Education, Training, Exercise and Evaluation (ETEE) direction and guidance in line with strategic policy; ensuring that forces are prepared in accordance with evaluation criteria; oversees and executes the ACO Lessons Learned (LL) process.
The Strategic Development of Forces Division (SDF) will coordinate and assure the synchronization and cohesion of all issues related to the development, generation and readiness of NATO forces and force capabilities. SDF will be responsible for generating forces and reporting force readiness, coordinating ACO’s contribution to NATO Defence Planning Process, identifying capability gaps and force operational requirements for desired effects, and providing expertise for concepts, policies, and force standards that facilitate the development of comprehensive, interoperable, and prepared forces through Baseline Activities and Current Operations, Crises and/or Maximum Level of Effort.
The Command and Control Systems Operational User and Support Branch (C2SOUS) will develop, identify, manage and coordinate operational requirements and interoperability aspects of C2 systems.
The Requirements Development Section (DEV) will develop, update, identify and manage cross-functional and cross-domain operational requirements on C2 systems and related interoperability aspects, and support participation in the governance structures, various working groups and related fora.
This post contributes to the Operational Requirements development in support of Joint/Multi-Domain and Domain-specific NATO C2 systems, with a special focus on C2; and acts as the Operational Requirements Manager for the development of joint and domain specific NATO C2 systems within the Federated Mission Networking Operational Coordination Working Group (FMN OCWG), under the direction of the Development Section Head.
The incumbent’s duties are:
1) Responsible for the development, maintenance, and co-ordination of operational requirements and documentation related to interoperability, supporting an integrated NATO Joint/Multi-Domain command and control capability, in coordination with PFRD 0060, under C2ORD Section Head’s direction. 2) Assists the management and coordination of the definition of operational requirements for NATO C2 systems, ensuring its alignment with the political and strategic level guidance and with the respective Joint and Domain Command and Control Concepts of Operations (C2 CONOPS). 3) Manages and coordinates the development of the operational requirements in the Federated Mission Networking (FMN), as the Operational Requirement Manager of the FMN OCWG. 4) Collects, coordinates and validates ACO operational requirements and capability shortfalls for C2 systems/services, supporting the development and delivery of relevant Capability Packages. 5) On behalf of the C2ORD Section Head, provides direction, guidance and support to subordinate commands and organizations on matters related to operational requirements for command and control systems. 6) Coordinates the validation of Information Exchange Requirements pertaining to NATO procured TDL systems. |
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as: No Risk. |
1) Extensive experience working for NATO in posts related to C2 systems, with knowledge of the technical, operational and programmatic aspects of C2 and/or CIS systems.
2) Comprehensive understanding of the operational NATO structure, concepts, policies, procedures, publications.
3) Good working knowledge of operational concepts and procedures at the joint level.
1) University Degree in Information technology, computer science, computer networking and communications or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.
English SPL 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
1) At least 2 years of experience in FMN related post/HQs.
2) High level of organizational, coordination and communication skills working in a complex joint operational environment
3) Undertake TDY assignments

Personal skills should maintain good health, maturity, poise, tact, inter-personal sensitivity, very good communication skills. Considerable professional judgement is required to make determinations of appropriate courses of action, with all NCS Commands and Nations.
• Professional Contacts: The Incumbent needs to network inside the ACO user community, as well as the FMN communities of interest.
• Contribution To Objectives: This post contributes to NATO and Nations in order to gain significant bilateral professional experience on NATO decision making in the framework of FMN and future C2 systems.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
