As the Operational Risk and Access Advisor (ORAA) , you will be a key player in ensuring our programs reach communities in need by developing and implementing cutting-edge strategies to manage operational risks and maintain access to areas within CARE Sudan’s operational sphere. You will shape the safety and security culture across CARE Sudan, directly managing the Safety and Security Unit (SSU) and fostering a risk-managed, inclusive environment where the well-being of our staff is paramount. In this dynamic role, you will: Lead and manage the CARE Sudan Safety and Security Unit (SSU) , ensuring high performance, effective risk management, and capacity development of the team.
Develop and oversee the implementation of the Country Office Security Risk Management Plan and safety protocols across our field and program locations. Provide strategic risk analysis, crisis preparedness, and incident response to ensure uninterrupted program delivery. Collaborate with senior leadership, project teams, and external networks to maintain strong relationships and keep CARE Sudan’s safety standards aligned with international best practices. Conduct safety and security training for CARE staff and partners to enhance risk management across all levels.
Manage day-to-day operations and long-term planning for the SSU, including budget oversight. Ensure the implementation of movement tracking, physical access protocols, and compliance with CARE International’s safety standards. Lead risk assessments, scenario planning, and contingency plans in consultation with the Country Director and senior management. Build and maintain relationships with peers in the humanitarian community and relevant agencies to strengthen safety measures.
Lead capacity building efforts through training, coaching, and mentoring to ensure that all staff are equipped with the necessary safety and security skills. Who You Are: You’re a forward-thinking leader with a deep understanding of risk management in high-risk humanitarian environments. You’re passionate about building and nurturing teams, navigating complex environments, and ensuring the safety of staff while maintaining access to deliver impactful programs.
Bachelor’s degree in security management, political science, international relations, law, or related field. Minimum of 5 years of experience in humanitarian safety, security, and risk management, particularly in high-risk settings. Proven ability to develop and implement security risk management plans, crisis response strategies, and operational protocols. Strong communication, leadership, and interpersonal skills. Fluency in English is required; proficiency in Arabic is an asset.
