Role & Responsibilities:
The Operations Analyst will work closely with the Country Manager and Regional Director. The Operations Analyst’s responsibilities will include but are not limited to the following:
Office Management:
• Supervise the administrative team and manage the performance of the staff in the team. Lead recruitment and onboarding process of staff to the team.
• Ensure Country Office’s facilities are managed effectively and reflect IFC standards of quality.
• Assist Senior Management in organizing and overseeing the effective administrative functioning of the office.
• Supervise protocol services in the office. Review and sign Verbal and franchising documents to MFA, other Govt. Agencies. Review and handle requests for diplomatic privileges and immunities.
• Supervise Relocation Focal Point, assisting staff during mobility process and ensures that third country national get adequate mobility support during their assignment in the country.
Procurement:
• Support Istanbul Office in the day-to-day procurement processes execution.
• Participate in negotiations of vendor and consultancy firm proposals and coordinate and facilitate budget operations while implementing the WBG policies.
• Evaluate and analyze potential suppliers, submit timely reports, and prepare presentations/proposals as assigned.
• Support vendors with registration and payment processing.
• Monitor the office’s demand for products to avoid supply shortages.
• Keep abreast of vendor and supplier-related activities in the market.
• Support Team Leaders and Investment Officers in submitting requests in Admin Portal for creating new or amending existing ST appointments and vendor PO requests.
Event Management:
• Support and provide full assistance to Global and Regional Teams with preparation and execution of internal and external events. The work involves helping teams to design agenda, organize, and professionally run events, coordinating with external speakers and IFC communications colleagues, developing invitations, internal or external marketing of events and ensuring donors are recognized, where applicable.
• Lead the communication with relevant internal WBG counterparts, providing support related to event management (ie procurement team, finance team, resource management teams etc).
• Act as a LMS course administration for Istanbul Office.
• Assist in the development and reconciliation of event budgets and stay within strict parameters, negotiating costs with suppliers
• Prepare TORs and selection memos for the selected vendors, review vendors’ proposals/quotations, process Purchase Order for the selected venue of an event.
• Lead and coordinate Executive level visits to the office
• Maintain a calendar of events for effective long-term planning & management
• Oversee procurement of catering, audiovisual, security & rental needs.
• Support logistics as needed for public appearances and other multilateral engagement/communications activities involving external and/or internal audiences.
Facilities Management:
• Involve in varying capacities with coordination of various facilities projects (renovations, reconfigurations, relocations, service contracts, procurement of goods and services, etc.)
• Play a role in larger renovation projects to help facilitate communication and coordination with GSD project management teams as needed.
• Manage and track the contract meetings, all requirements, and deliverables. Evaluate contractors’ performance in accordance with SOW, TOR, specifications, and other control mechanisms in the contract.
• Manage renovation projects in coordination with Real Estate Department. Proactively ensure space needs are met in a timely manner.
• Manage ongoing assessments of IFC office (leased) to determine current physical facilities, facilities systems, and equipment conditions. Develop comprehensive plans for required maintenance, repairs, and replacements of IFC assets, leasehold improvements, systems, and equipment. Review and monitor the terms and conditions of leases e.g: termination dates, notification dates, pass through expenses, escalations, and other relevant clauses. Identifying issues and advise management on actions required.
• Prepare analysis for renovation planning and determining of the capital budget.
• Help to determine IFC office space needs driven by business requirements in the office, with particular emphasis on projected needs and budget allocation.
• Flag major maintenance/repair issues for capital budget requests. Find solutions for difficult cases in line with the WBG policies and procedures.
• Work closely with the budget team during year-end process, coordinating with TTLs submission of accrual requests, monitoring outstanding commitments, and facilitating processing of the invoices.
Selection Criteria
• Bachelor’s degree with 4 years of relevant experience or equivalent combination of education and experience.
• Strong analytical and problem-solving skills and sound business judgment to identify issues and present creative and practical solutions.
• Ability to understand and analyze budget reports.
• Strong knowledge of Procurement Guidelines.
• Strong understanding of IFC processes and procedures.
• Self-motivated, creative, excellent organizational skills, proven ability to perform multiple tasks.
• Excellent interpersonal skills with a willingness to work in a team environment.
• Excellent writing and oral communication skills in English.
• Knowledge of a Turkish language is desired.
