BACKGROUND: Winrock International is implementing in Bangladesh a five-year USAID-funded counter-human trafficking project entitled “USAID’s Fight Slavery and Trafficking-In-Persons” (FSTIP) Activity. The goal of FSTIP is to: Enhance the systems, capacity, and sustainability of justice sector actors and Prevent human rights violations and increase awareness of trafficking in persons (TIP) and Child Marriage (CM); and Strengthen the protection of TIP and CM This is a local/national position and is not eligible for international allowances or relocation allowances.
POSITION SUMMARY: The Operations and Administration Officer will allocate 30% of their time to human resources concerns including staff data base maintenance, staff contract renewal, staff timesheets, leave management, insurances, consultant agreements, and general human resources tasks. Seventy percent of his/her time will be dedicated to assisting the Office Manager with general administrative tasks and supporting in project procurements. The Operations and Administration Officer will sit on the Director-Finance & Operation’s team, which is responsible for procurement, human resources, office management, administration, and logistics to ensure that operations and administration of the project are carried out in compliance with Winrock’s and the donor’s rules and regulations.
ESSENTIAL RESPONSIBILITIES: Human Resources: Maintains personnel files; reviews existing personnel documents; identifies missing documents; and coordinates with supervisors to ensure all personnel files are up to date. Maintains timesheets and leave records of FSTIP staff and reconciles them monthly with Finance Acts as a focal person for staff insurance and liaises with insurance company Assists in recruiting new staff and renewing contracts of existing staff Conducts periodic reviews of operations and HR processes to identify opportunities for improvemen Administration: Assists the Office Manager with administrative tasks such as administrative support for domestic and international travel; accommodation/hotel arrangements for local/international staff; and logistical support for meetings, trainings, workshops and conferences. Procurement: Assists program staff to develop, review, and update program procurement plans Assists the senior Manager Finance and Administration to develop RFAs and RFPs Assists the senior Manager Finance and Administration to invite quotations, to prepare evaluations, and to select vendors Maintains inventory and stock of all supplies Other duties as assigned by the Senior Manager Finance and Administration.
QUALIFICATIONS: Education: Bachelor’s degree in business administration/management or related science field required; Master’s degree preferred Work Experience: Minimum four years of relevant work experience in finance and/or operations for international development organizations Work experience with US government-funded projects preferred Demonstrated general administration experience Demonstrated HR administration management experience Demonstrated procurement processes and policies experience Skills/Knowledge: Fluency in English and Bangla required Strong oral and written communication skills Strong interpersonal skills and ability to work in teams and in a multi-cultural environment Demonstrated detail oriented and able to multi-task to meet deadlines Computer literacy in word processing, spreadsheets, accounting, and presentation software (Microsoft) required
