POSITION TITLE Operations and Administration Officer LOCATION Dhaka, Bangladesh (travel to implementation areas) GROUP Human Rights, Education, and Empowerment REPORTS TO Director Operations (Procurement, Admin, and IT)STATUS Full Time (yearly renewable) Winrock International is inviting applications for the position of Operations and Administration Officer for the U.S. Agency for International Development (USAID)-funded Esho Shikhi (Come and Learn) Activity in Bangladesh. Esho Shikhi is a five-year project (2021–2026). The overall objective of Esho Shikhi is to improve the Bangla reading skills of Grade 1 and Grade 2 students and develop them as independent readers. Esho Shikhi works to increase learning opportunities, improve quality education, and build the capacity of communities to support education and respond to disasters. POSITION SUMMARY: Reporting to the Director Operations (Procurement, Admin, and IT), the Operations and Administration Officer has the responsibility to undertake the day-to-day coordination and administrative support of the project implementation areas, including the Dhaka office. S/he will coordinate with the technical teams and operation team to establish a procurement plan and ensure timely procurement of goods and services to make them available at the designated service places; ensure procurement requests are placed with proper specifications and timelines to the operations team well in advance. The position will coordinate between the technical team and the operations team. ESSENTIAL RESPONSIBILITIES: Facilitate the coordination between the program and operation teams to ensure timely procurement of goods and services and make them available at the designated service places. Assist technical teams with the preparation of procurement plans. Assist the technical team in finalizing activity profiles and budgets for each event. Assist the technical team in finalizing procurement requisition (PR) in a timely manner. Follow up on the procurements in the pipelines and take the necessary steps to expedite the process. Complete quality control checks on necessary procurement with relevant technical team members. Assist the technical team in finalizing advance requests for events organized by the technical team. Maintain regular coordination between the technical team and operations team. Assist technical teams to ensure supporting documentation is complete to reconcile activity expenditure prior to submission to finance. Assist the technical teams to organize meetings, trainings, and workshops and contribute to required logistic support. Coordinate day to day vehicle management, Coordinate travel logistics related to purchasing air tickets, making hotel reservations, and managing visitor coordination. Coordinate courier service management. Other duties as assigned by the Director Operations (Procurement, Admin, and IT). REQUIREMENTS AND QUALIFICATIONS: Education: A minimum of a bachelor’s degree, preferably a BBA. Work Experience: At least five years of relevant work experience in procurement, administration, or finance. Demonstrated experience working with the government will be preferred. Experience with USAID-funded projects is preferred. Knowledge and Skills: Sound understanding of office procurement, administration, facilities, logistics, and secretarial functions. Understanding of the social, economic, and political context governing education and social inclusion issues in Bangladesh. Ability to work under pressure, independently, and manage multiple priorities at the same time. Proficiency in MS Office with Bangla typing skills. Excellent coordination skills, especially with project-specific stakeholders Excellent skills for organizing training, workshops, meetings, and seminars.
