Position Title: Operations and Procurement Officer

Location: Dhaka, Bangladesh

Project: Esho Shikhi Activity

Reports to: Operations and Administration Manager, USAID’s Esho Shikhi “Come and Learn” Activity

Winrock International is recruiting applicants for the position of Operations and Procurement Officer for the U.S. Agency for International Development (USAID) funded Esho Shikhi (“Come and Learn”) Activity in Bangladesh. The objective of Esho Shikhi is to develop new and innovative approaches that can improve the learning outcomes of marginalized Bangladeshi children in crisis-affected and marginalized communities.

The project will accomplish this goal by increasing learning opportunities, improving the quality of education, building the capacity of national officials, district officials, and communities to support education, and building communities capacity to respond to disasters.

Position Overview:

The Operations and Procurement Officer will assist to perform responsibilities of Operations and Procurement concerns including time to time general administrative tasks, procurement functions, logistics supports for the project’s events.

The Operations and Procurement Officer will sit on the Operations and Administrative Manager’s team, which is responsible for procurement, asset/inventory management, vehicle management, general administration, and logistics to ensure that operations and procurement of the project are carried out in compliance with Winrock International and the doner USAID’s rules and regulations as well as Bangladesh rules and regulations.

POSITION RESPONSIBILITIES:

Major Responsibilities Assists to the Operations and Administration Manager with administrative tasks such as arranging domestic and international travel air tickets; accommodation/hotel arrangements for local/international staff; and logistical support for meetings, trainings, and workshops.

Carry out procurement tasks for goods and services, including obtaining vendor quotes, Assist staff in raising PRs, and drafting purchase orders and vendor agreements. Assist in identifying vendors for goods and services and communicate with vendors as needed.

Provide procurement and logistical support to Esho Shikhi trainings, workshops, and meetings.

Communicate with District Coordinators and Upazila Coordinators regarding delivery of training/meeting/workshop materials.

Coordinate with vendor/courier service providers regarding proper delivery of project materials to District/Upazila level Assist with updating the activity’s procurement tracker.

Assists program staff to develop, review, and update program procurement plans. Assist program staff to develop specification, scope of works/terms of reference.

Assist in planning for and timely delivery and storage of procured goods and maintain store records. Assist in the preparation of the weekly vehicle planning and movement schedule.

Preliminary check vehicle log sheet, vendor invoice against vehicle requests Preliminary check hotel bills against travel authorizations. Communicate with Field Coordination Manager and field-based staffs; District Coordinators, Upazila Coordinators, Monitoring Officers, and Government Bodies for delivery of different project materials/documents and collect acknowledgement of dispatched letter/memo and materials.

Assist procurement and logistical support to field-based staff and implementing partners.

Maintain records of Blanket Procurement Agreements in the system.

Maintaining records of service level contracts/agreements; broadband, lease agreements, BPAs, printer maintenance, fire extinguisher etc. ·

Other duties as assigned by the Operations and Administration Manager

POSITION QUALIFICATIONS

Education: Requires a bachelor’s degree in business administration/management or relevant discipline with combined relevant experience.

Work Experience: Minimum five years of relevant work experience in operations and/or procurement for international development organizations Previous experience with U.S. government funded projects Demonstrated general administration experience.

Demonstrated procurement processes and policies experience, including a working knowledge of the FAR and other common USG contract requirements. Skills: Fluency in English and Bangla required.

Strong oral and written communication skills.

Strong interpersonal skills and ability to work in teams and in a multi-cultural environment.

Demonstrated attention to detail and ability to multi-task to meet deadlines.

Computer literacy in word processing, spreadsheets, accounting, and presentation software (Microsoft) required. Other: Willing to travel frequently to project areas throughout Bangladesh.

The annual salary will be commensurate with qualifications and experience.
