Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, Southeast Europe and the Middle East.

We are looking for a new Operations Manager to join our well-established programme in Cambodia. NPA has operated in Cambodia since 1992 and is currently working to support the National Mine Action Strategy 2018 – 2025. NPA Cambodia is running operations through self-implementation as well as in partnership with Cambodian Mine Action Centre (CMAC). In our own operations in Cambodia, the purpose is to innovate and develop best practice operations to transfer improved tools and methods to CMAC and the wider sector, including Cambodian Mine Action and Victim Assistance Authority (CMAA). The Operations Manager will play a crucial role in leading, overseeing and managing all aspects of Mine Action operations in Cambodia.

Location: Phnom Penh, Cambodia with extensive travelling throughout the country, including to remote areas.

Requirements

  • IMAS EOD L3.
  • Relevant education or equivalent qualifications.
  • Experience of working in clearance operations in developing countries that are contaminated by remnants of conflict.
  • Minimum 3 years of experience from management in a mine action programme and capacity development of national authorities.
  • Track record of establishing and maintaining effective professional relations with relevant stakeholders, in particular national and international clearance operators.
  • Technical knowledge of mines/EO/CM and clearance techniques, including new developments.
  • Good knowledge of IMAS and the land release principles in a Humanitarian Mine Action programme.
  • Experience of leading, motivating and managing a diverse team of people.
  • Experience of managing and conducting formal or informal training and the transfer of appropriate skills to others.
  • Ability to contribute technical knowledge and clearance targets to proposals and reports.
  • Ability to develop, review and comply with security and technical Standard Operating Procedures.
  • Experience from implementing Quality Management Systems and from operational planning.
  • Written and verbal proficiency in English.
  • Good literacy, numeracy and IT skills.
  • Valid international driving license.
  • Good knowledge and understanding of cross-cultural communication, including strong attention to cultural sensitivity and diplomacy.
  • Excellent leadership-, communication- and decision-making skills.
  • Good organisational skills with the ability to plan and coordinate activities and projects.

What you will do

  • Plan, prioritise and manage all operations within the programme with focus on impact, quality, efficiency and relevance.
  • Responsible for optimal use of the demining toolbox and efficient application of the land release concept in country of operation.
  • Responsible for developing and implementing the annual work plan for NPA Mine Action teams including annual operational plans and individual task implementation plans.
  • Responsible for capacity building program of all NPA Cambodia’s operational staff, including developing Training Management Plan, monitoring and supporting the development of the training sessions and materials and ensuring the quality of the training delivery.
  • Ensure that NPA policies and procedures are implemented.
  • Ensure effective cross-cultural communication with all staff and relevant stakeholders, with high attention on cultural sensitivity.
  • Have responsibility for the overall safe execution of all NPA technical activities.
  • Full member of programme management team as well as participate in Country Office Senior Management Team (SMT) as PM counterpart (and act in his/her absence as assigned).
  • Provide the PM with strategic advice on operations in the country strategic planning and task prioritisation.
  • Manage Deputy Operations Manager, Technical Field Managers and IM Coordinator, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions and as tasked.
  • Coordinate closely with Quality Management Advisors (QMA is lined managed by PM but reporting to PM and OM simultaneously) to ensure timely implantation of any operational improvement or non-conformities reported.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
