JOB DETAIL

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State’s health development agendas that aims to increase access to and effectiveness of high-quality health care, sound Health Financing and Human Resources strategies and better Health Governance.

DESCRIPTION OF DUTIES

• Oversees a team performing functions based on the end-to-end process as designed in GSM.

• He/She coordinates different areas of activities such as Cash management and payments, Programme Management, Procurement, Assets and inventories management, Travel and Meetings Management, Human Resources Management, and Workplan/Award Management.

• Supports technical staff in providing financial reports to donors.

• Liaises with technical staff in ensuring the timely and accurate reporting by Ministry of Health and other Government partners, on funds advanced under the Direct Financial Cooperation mechanism.

• Coordinates with technical staff on reports on funds advanced to implement programme activities under the Direct Implementation mechanism.

• Prepares regular management reports on implementation of WCO workplans including contribution to the preparation of statutory reports and acts as focal point for internal and external audits.

• Participates and represents WCO in the UN discussions on common business operations.

REQUIRED QUALIFICATIONS

Education

Essential: University First degree in Accounting, Business Administration, Management, Human Resources or related field.
Desirable: Advanced University degree (Masters level or above) in Business Administration, Management, Human Resources or related field (as identified above). Professional certification in accounting (CA, CPA, etc.).

Experience

Essential: A minimum of five years’ experience working in the area of operations and/or administration implementing budget and finance, human resources logistics and building management services for a programme. Experience using Enterprise Resource Planning Oracle systems or similar packages.
Desirable: Good knowledge of WHO programme management and end-to-end business processes as designed in the Global Management System; Experience in project management, ideally in the UN System and/or a public health context; Good knowledge of GSM System or similar ERP Systems; Experience with staff training in the use of management information systems.

Skills

• Good knowledge of WHO Results-Based Management framework and related business processes.

• Knowledge of Oracle projects and Oracle Financials or similar ERP applications and systems.

• Sound knowledge of the Organization’s policies and practices, as well as project management principles and their application within WHO.

• Ability to act independently and exercise sound judgement.

• High level of organizational and analytical ability, combined with good oral and written communication skills.

• Proven ability to maintain and establish excellent interpersonal working relations and to work with competing priorities under pressure.

• Excellent knowledge of Microsoft applications (e.g. Excel, Word, PowerPoint, etc) with an emphasis on Excel or a similar workbook application.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2559 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
