IFC’s Green Buildings Market Transformation Program (GBMTP) aims to catalyze a virtuous cycle of supply and demand for resource-efficient building construction and ownership. A main thrust of the GBMTP is to create a paradigm shift by setting a metrics-driven standard of what constitutes a green building, and to reward property developers for meeting these standards through IFC’s green building certification program called EDGE – (Excellence in Design for Greater Efficiencies).  IFC works through third party certification providers to administer and confirm compliance with the EDGE standard. 

IFC, together with its certification providers, works to educate the real estate market on the value of designing and certifying their buildings as green with the aim of promoting the rapid growth of the green building market. The GBMTP is currently active and has footholds in four regions including Latin America and the Caribbean (in Brazil, Colombia, Costa Rica, Mexico and Peru), East Asia (in China, Indonesia, Thailand, Philippines and Vietnam), South Asia (in India) and Africa (in Ghana, Kenya, Nigeria and South Africa).

The goal of the GBMTP program is to increase the percentage of energy efficient buildings that are constructed in a region or sector. The program is funded by the UK Department for Energy Security and Net Zero (DESNZ) as the Market Accelerator for Green Construction (MAGC) program, as well as by other donors. The focus of the MAGC program is to incentivize financial institutions to offer green products to the construction industry and the home buyer and to build the market for green construction. 

This position requires a technically-inclined operations officer with global team management skills comfortable with the quantitative side of high-performance buildings. The operations officer for Green Buildings will be the lead for the EDGE technical development team including building science and IT. The aim is to put in place the measures necessary to successfully develop and expand the EDGE green building program, relevant technical knowledge development, customer care and EDGE App improvements. The candidate should be able to work with IT development teams, building science and IFC clients.

This is a 3-year TERM appointment based in Washington, D.C., with occasional international travel.  

Duties & Accountabilities: 

The Operations Officer will work with the Green Building Industry Specialist, Global Operations Lead, Edge IT development and customer service team, and the Country/Regional Leads on delivering his/her tasks. The Operations Officer will report to the Green Building Industry Specialist.

Green Buildings

•  Lead the technical development of EDGE program including but not limited to building retrofits, existing buildings, portfolio decarbonization, self-build housing, new technologies and new building sectors;
•  Produce, review and implement processes and strategy to expand and deepen the technical documents such as EDGE User Guide, EDGE Exam, EDGE training programs and EDGE App;
•  Support green building clients globally on a variety of projects such as technical advice, engineering support and design upgrades;
•  Manage cost studies for green buildings including but not limited to cost of measures and cost of utilities globally;
•  Manage the EDGE decarbonization plan development for all asset types;
•  Manage and improve EDGE baseline data for all countries; and,
•  Improve materials embodied carbon data for the EDGE database. 

Scale up training and improve exam systems

•  Develop and implement reen Buildings training end-to-end strategy; and,
•  Update and grow the EDGE testing and exam delivery systems globally.  

Technical support/capacity buildings to EDGE partners

•  Work with EDGE Reviewers, Auditors and EDGE Experts to improve quality of service to EDGE clients. 

Quality control of technical content including publications, and reporting

•  Publications will be in multiple formats such as white papers, knowledge materials, presentations, technical demos, videos, user guides and reports. 

Assist on other initiatives under GBMTP as the need arises.

 

Selection Criteria

 

The candidate shall present passion for development as well as innovation in the fast growing and changing green buildings sector. 

•  MSc degree in engineering, architecture, building science, green buildings or other related fields with a minimum of 8 years of relevant work experience;
•  Excellent background in building physics with deep understanding of building thermal performance and calculations;
•  Excellent organizational, planning, strategy, and team management skills;
•  Experience with real estate, residential, commercial assets in public and private sector;
•  Experience with IT product development or App development is a plus;
•  Proven experience in green buildings and new products with deep knowledge of the sector;
•  Prior experience in working on multinational projects especially in emerging markets is a plus;
•  Experience in providing training in green buildings;
•  Experience with green building certification systems and an understanding of how the EDGE APP, WBG’s IT systems function is a plus;
•  Excellent verbal, written and visual communication skills;
•  Experience in working with diverse stakeholders and clients;
•  Ability to thrive under pressure and function effectively under tight deadlines, while managing multiple projects simultaneously;
•  Spoken and written fluency in English; and
•  Knowledge of additional languages is a plus.
