Org. Setting and Reporting

The position is located within the United Nations Operations and Crisis Centre (UNOCC), working with the Watch Room. UNOCC is a multi-party entity reporting to the USG for Policy in the Executive Office of the Secretary-General (EOSG) and, on peacekeeping matters, with oversight from the USG for Peace Operations, through the Director for Coordination and Shared Services (ODCSS). The UNOCC also receives strategic oversight from a Client Board of principals from each of the client entities. The UNOCC provides global situational awareness, crisis and risk management, and facilitates cross-pillar analysis and decision-making in the UN. The Centre is operationally positioned under the ODCSS between the Department of Political and Peacebuilding Affairs and the Department of Peace Operations. The Political Affairs Officer will report to the Watch Room Coordinators.

As part of 24/7 staffing of the Watch Room, the Operations Officer would need to work some weekend and some after-hours periods.

Responsibilities

Within delegated authority, the Operations Officer will be responsible for the following duties:

• The Operations Officer monitors political, security, peacekeeping, humanitarian, and human rights issues, and relevant developments in assigned countries, including those with peacekeeping and special political missions, as well as in non-mission settings.
• Gathers and interprets information and data from a variety of sources, including open source media, field mission reports, as well as information from think tanks and Member States.
• Interacts routinely with peacekeeping and special political missions, UN agencies, and others in the field, as well as with other Headquarters elements.
• Tracks the overall security situation in assigned areas.
• Drafts and edits daily situation reports and prepares presentations, briefings and talking points, when requested, including the use of mapping and other visual tools.
• Researches and drafts special reports, as requested.
• Facilitates and supports crisis and emergency procedures when necessary.

Education

Advanced university degree (Master’s degree or equivalent) in political science, history, international relations, journalism and media, or a related field is required. A first level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of five years of progressively responsible professional experience in political affairs, humanitarian, human rights, public information, military, police or security operations is required. At least two years of experience must be at the international level, including one year in a field environment.

• Experience in operations, information gathering and analysis, reporting, or crisis management is required.

• Experience with crisis management, particularly as applied in an Operations Room context is desirable.

• Experience with the UN common system and/or other international organizations is desirable.

• Experience in a Situation Centre, Joint Operations Centre or a similar setting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French or another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by an interview.

• This temporary position is available through 15 January 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
