Organizational Development (OD) Manager

The position will be based in Maseru, Lesotho.

EpiC Lesotho Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will continue to build upon the successes of the LINKAGES and EpiC program achievements in Lesotho to expand HIV case finding in the community, optimize treatment initiation and support treatment continuity and accelerate scale up of PreP among Key Populations (KP) with new strategies including large numbers of priority populations (PP) associated in and around KP communities and gathering spaces. The program will continue to strengthen the capacity of local KP partners to deliver services to Key Populations (men who have sex with men, female sex workers, transgender people, people who inject drugs and inmates) in two districts, Maseru and Leribe in Lesotho, and expand priority population services.

Job Description:

Reporting to the Project Director, the Organizational Development (OD) Manager will be responsible for leading the coordination, design, implementation and management of organizational capacity building for selected Civil Society organizations (CSOs).This initiative is funded by the United States Agency for International Development (USAID) and the President’s Emergency Plan for AIDS Relief (PEPFAR), as part of the Lesotho Local Partner Technical Assistance Project managed by FHI 360 EpiC. The OD Manager will be responsible for the overall OD capacity strengthening and support to HIV Prevention, care and treatment and OVC partners.

The OD Manager will be responsible to coordinate and support the delivery, monitoring, and evaluation of technical support to the partners to ensure that it is in alignment with capacity development plans and is of high quality.

Position Description:

  • Establish and maintain collaborative relationships with the donor, sub-awardees and other critical stakeholders.
  • Lead in the design, adaptation, and/or review of existing organizational capacity assessment tools aimed at identifying capacity gaps for the CSO.
  • Oversee the process of conducting OD institutional capacity assessments, to identify gaps and needs that will be addressed through various capacity strengthening strategies at CSOs level including Communities of Faith.
  • Provide oversight in the development of OD capacity strengthening plans, strategies and interventions to address identified needs and gaps at CSO level.
  • Develop, review, adopt and modify OD training curriculum, materials and job aids and other relevant training materials needed to develop the capacity of CSOs and respond to capacity development plans.
  • Coordinate monitor and support staff and training providers during the delivery of OD capacity strengthening activities to ensure delivery of quality service delivery.
  • Monitor implementation of OD workplan deliverables.
  • Contribute to the development of annual program work plans, performance monitoring and program reporting, and participate in regular program and technical reviews.
  • Build the capacity of the designated future OD Prime Partner (Lesotho Council of Non-Governmental Organizations (LCN)) to assume the role of OD lead post-2025Provide oversight role during the process of support, mentoring and coaching guided by the OD capacity strengthening plans (using various strategies such as site visits, emails, conference calls, webinars etc.) to facilitate systems strengthening at the CSO level.
  • Conduct periodic performance monitoring including quarterly and annual re-assessments of CSOs to ensure quality is maintained and milestones are met.
  • Work with the OD Program Officers (POs) to provide regular updates on EpiC project to USAID and other key stakeholders in Lesotho on successes/achievements, challenges and lessons learned in the implementation of the project.
  • Manage and supervise Senior OD Officer, OD Officer and trainers/facilitators ensuring supportive working environment during the process of OD system strengthening at CSO level.
  • Undertake any other duties as assigned by the Program Director.

Required Qualifications, Experience/Skills:

  • Master’s Degree or its international equivalent in social sciences, business management, organizational development, human development, or related field.
  • At least 8 years’ project management experience in organizational development, administration, coordination, implementation and monitoring of capacity building for NGOs.
  • At least 5 -8 years of demonstrated excellence in a senior level manager and leadership position, preferably in an international development context.
  • Knowledge on human resource and organizational policies and frameworks.
  • Experience managing, supervising and building the capacity of staff and sub-awardees
  • Solid understanding of PEPFAR/USAID-funded policies and programs and priorities for locally led development.
  • Familiarity with Lesotho HIV/AIDS/public health sector, non-governmental organizations (NGOs), KP-focused organizations, KP-led organizations and community-based organizations (CBOs).
  • Previous experience building partnerships, working with donors, and managing complex relationships with stakeholders
  • Strong professional acumen and judgment and ability to represent FHI 360 to donors, government officials and the NGO community.
  • High degree of proficiency in written and spoken English communication, including excellent presentation, training, report writing skills.
  • Ability to manage work independently, set realistic priorities, and plan for the successful implementation of activities.
  • Collaboration and interpersonal skills and willingness to undertake additional responsibilities as necessary, and ability to work under pressure and meet tight deadlines.

  • Capacity to and willingness to work with CHAL, traditional and civic structures.

The position will ideally be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals.
