Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the On-Site Inspection Division (OSI). The On-Site Inspection (OSI) Division develops operational capabilities to undertake inspections in line with the provisions of the CTBT. After the treaty enters into force, an on-site inspection (OSI) is launched to establish whether or not a nuclear explosion has been carried out. During such an inspection, facts might also be gathered to identify a possible violator of the Treaty. It thus constitutes the final verification measure under the CTBT.

The Equipment and Implementation Section is responsible for development of the OSI activities, techniques, and methods and to develop and test the approaches ensuring that the equipment is properly calibrated, maintained and protected.

Reporting Lines

Under the supervision of the Chief, Equipment & Implementation Section and in coordination with the responsible technical officers, to:

Duties and Responsibilities

  1. Support all functions of the OSI Technology Testing Programme and serve as point of contact within OSI/EP for testing activities both at headquarters in Vienna and at the Technology Support and Training (TeST) Centre in Seibersdorf;
  2. Draft administrative, organizational and technical procedures regarding the practical implementation of the OSI Technology Testing Programme including equipment calibration, maintenance and protection;
  3. Contribute to technical discussions on and planning of testing activities and provide hands-on assistance if and as requested by the responsible technical officers;
  4. Support the implementation of testing activities with the aim to gain synergies across inspection techniques and strengthen compliance with applicable regulations at headquarters and at the TeST Centre such as in relation to health and safety and handling, use and storage of hazardous substances and radioactive material;
  5. Maintain and improve, as necessary, a system to archive and catalogue test data, including spatial data, that are gathered during testing activities;
  6. Participate in a continuous review, evaluation and improvement of the OSI Technology Testing Programme and regularly report on its implementation including through written documentation on equipment testing, maintenance, repair, troubleshooting, stocks, and scheduling;
  7. Support work concerning the OSI equipment certification strategy, plans and procedures including drafting and review of related technical documents;
  8. Actively support and participate in field tests, exercises and training activities involving certification, checks, maintenance and/or repair of inspection equipment as well as other activities organized by the Division;
  9. Perform other duties as assigned.

Education

  • University degree in engineering, science, physics, nuclear physics, geophysics or a related field;

Work Experience and Qualifications

  • At least five (5) years relevant working experience in technology development programmes and equipment testing and maintenance;
  • Experience in mechatronics and in carrying out hands-on work for testing, maintenance, repair and quality control of measurement systems;
  • Experience in and understanding of practical issues related to hazardous substances and radiation protection;
  • Experience in OSI equipment and software is an asset.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.

Short Term Appointments shall initially be made under a contract for a period not to exceed 364 days, subject to the successful completion of the probation period set forth in the Letter of Appointment.
