CONTEXT:
This position replies to the organization’s wish to produce reliable and useful data on the costs and effects of its interventions in order to guide future scaling strategies in the inclusive education sector.
Children with disabilities stay on the margins of school systems in many countries, and numerous reports show that once in school, the challenges remain significant to ensure their retention and success, both academically and socially.
Humanity & Inclusion implements projects in the inclusive education sector in nearly 30 countries, and relies on various mechanisms to support children with disabilities in mainstream schools. Two projects in particular focus on the inclusion of children with sensory limitations at primary school level: itinerant teachers attend these children to school in Togo, and school life assistants in Senegal.
Scientific literature demonstrating the benefits or analyzing the cost of such systems is still scarce. However, if such support is to be replicated or scaled, it is essential for the parties involved (authorities and others) to be aware of the costs so as to be able to support these strategies, in particular by providing them with the necessary financial resources.
The aim of this research is to propose an economic evaluation of each of these two support mechanisms for children with sensory disabilities at primary level, in order to produce and share reliable information with decision-makers to enable the replication and sustainability of these approaches.
DESCRIPTION DE POSTE :
The aim of this position is to design, plan, implement and promote an economic evaluation (e.g. cost analysis or cost effectiveness analysis) of two support mechanisms for children with disability in ordinary schools (Togo and Senegal).
Task 1: Define the methodology for the economic evaluations of each of the support systems for disabled children in ordinary settings (Togo & Senegal).
– Review the various documents relating to the two ongoing projects in West Africa in order to propose a relevant and realistic methodology for the production of reliable data.
– Develop the methodology – specifying in particular the targets and utilities of the results, the research questions, the description of the interventions, the type of economic evaluation, the methods of data collection and cost evaluation, and which costs will be included.
– Explore the possibility of adding a dimension on measuring the outcomes of these interventions in order to carry out a cost-effectiveness analysis.
– Co-organize and co-facilitate kick-off workshops in the 2 countries involved (end 2023)
– Obtain all the administrative authorizations required to carry out the research (ethical and other committees).
All this in close collaboration with the inclusive education teams in Togo and Senegal (project teams and regional specialists) and the Inclusive Education headquarters specialists of the Social & Inclusion Technical Division, and with a participatory approach involving partners and other stakeholders in the project.
Task 2: Plan the field phase, collect and analyze data in the 2 research countries.
– Organize and supervise data collection in both countries (data collection planning with workshops, interviews… development of data collection instruments, recruitment and training of local assistants if necessary…). Field missions will be required.
– Analyze all data collected (creation of cost calculation tools, cost categories, sensitivity analysis and price adjustments).
Task 3: Ensure the findings sharing and contribute to knowledge transfer activities
– Write reports and other communication materials on research results
– Co-organize and co-facilitate one or 2 workshops to share main findings in the 2 countries (2024).
– Contribute to internal communication by presenting work in progress and new resources produced (through articles and oral presentations)
– Contribute to ongoing reflection within the organization on the question of scaling intervention.
Task 4: Contribute to the administrative and budgetary follow-up of the research project
– Contribute to the management of the project budget
– Ensure that implementation complies with administrative, time and financial requirements
PROFIL ATTENDU :
Required:
PhD in economics or political & social sciences (or similar degree) or education sciences
OR Master’s degree in economics or political & social sciences (or similar degree) or education sciences, with at least 2 years’ experience in economic assessments
– Desired experience in the associative/development sector
– Desired experience in project management
– Experience of working in the West African region
– Proficiency in written and oral institutional communication in French and English
