GGGI is collaborating with the Government of Paraguay (GoP) to assist with readiness activities for the country to access climate finance from the Green Climate Fund (GCF). Paraguay has set climate change and sustainable development objectives, and the GoP aims to increase its access to climate finance, notably the Green Climate Fund (GCF), by building a pipeline of bankable projects, improving women’s access to climate finance frameworks and increasing the participation of the private sector in green project development.

The readiness also supports the Ministry of Environment and Sustainable Development (MADES) through its Directorate of Strategic Planning to improve Paraguay’s ability to enhance its climate change project monitoring and tracking capabilities; MADES plans to report to the UNFCCC and GCF. This will be achieved by aligning the MRV system with IT requirements, including financial forecasting, document management, restructuring the monitoring component, and creating a portfolio overview that complies with GCF concepts. To accomplish this, MADES will hire a software developer to review the existing Monitoring, Report, and Verification system, MRV, identify corrective actions, and make it operational on MADES’s Environmental Information System (SIAM). The alignment with Green Climate Fund’s funding windows and other relevant donors will also be ensured.

OBJECTIVES OF THE ASSIGNMENT

The objective of the consultancy is to assist the software developer in reviewing and identifying all projects financed by GCF and other donors with mitigation and adaptation objectives from 2017 onwards. The consultant will work closely with the National Strategic Planning Directorate, National Climate Change Directorate, and other relevant directorates to gather information for the MRV System. The information gathered will be used to feed the MRV during the testing period to allow for adjustments if needed.

SCOPE OF WORK

The Climate Actions Initiative Portfolio Assistant will work under the supervision of the Paraguay Project Manager and the Director of LAC Regional Office and will also coordinate closely with the Regional Office team members. S/he will become familiar with diverse project impact indicators and reporting requirements, as well as GGGI’s Corporate Results Framework. S/he may collaborate with monitoring, evaluation, and reporting colleagues in Latin America and the Caribbean.

  • On time, collect and deliver documents and other information on ongoing and in-pipeline GCF projects and other portfolios currently in MADES.
  • Review all past and ongoing GCF projects and from other donors since 2017 and onwards.
  • Prepare a report for each GCF project developed, including technical, financial, and impact variables to feed the MRV system.
  • Upload the projects to the MRV, which will be ready in November.
  • Accompany and support the consulting firm that will prepare the MRV. 
  • Prepare quality report on MRV system adjustments and performance for the Program Manager and MADES.
EXPERTISE REQUIRED
  • University degree (bachelor’s degree or equivalent) in finance, climate change, sustainable development, development economics, statistics, engineering, environmental science, international development, or other disciplines related to sustainable, development, environmental management, or green growth.
  • At least two years of professional experience with an emphasis on climate change mitigation and adaptation targets.
  • Experience in collecting, delivering analysis related to climate change mitigation, adaptation, and climate finance.
  • Experience working closely with government and non-government stakeholders, particularly in developing countries, and with intergovernmental organizations (IOs) is a plus.
  • Excellent writing, organization and communication skills.
  • Fluency in Spanish and English, desired.
ADMINISTRATIVE INFORMATION
  • The consultant will report to the Project Manager in Paraguay, the Director of LAC Regional, and MADES’ focal points to be defined.
  • During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the Project Manager. The consultant may be required to work within the premises of the Ministry of Environment and Sustainable Development, for the days of the consultancy.
