GGGI has a rapidly expanding sustainable finance portfolio, assisting public and private financial sector actors to design, structure and bring to market innovative sustainable finance solutions, including green, social and sustainability bonds, sustainability-linked instruments, debt for nature/climate swaps, green credit and guarantee schemes. Since 2017, GGGI has successfully mobilized investment commitments exceeding USD 10 billion towards its member countries’ NDC and SDG goals.

PROJECT BACKGROUND

National Designated Authorities (NDAs) are government institutions that serve as the interface between each country and the Fund. They provide broad strategic oversight of the GCF’s activities in the country and communicate the country’s priorities for financing low-emission and climate-resilient development.

The GCF provides financing to address two primary concerns: the need to reduce global CO2 emissions and the need to help countries adapt to the effects of global climate change. To ensure that GCF funding aligns with these aims within the national priorities and goals of a country, the GCF requests that countries either nominate an individual as a Focal Point (FP) or establish an NDA to lead the coordination efforts between the country and the GCF. The FP/NDA is therefore the essential intermediary between the GCF and entities that intend to receive GCF financing for climate-related projects or programs. As such, the core role of the NDA is to facilitate access to the GCF and its resources.

The NDA’s participation in each of these windows can be summarized as five broad responsibilities:

  1. Convene national climate action stakeholders
  2. Facilitate nomination of accredited entities
  3. Improve access to “Readiness Support” funding for Accredited Entities
  4. Ensure that GCF-approved funding aligns with strategic national priorities
  5. Implement the No-Objection procedure for GCF funding proposals to secure GCF financing For the NDA to successfully perform these functions.

In March 2024, the Ministry of Economy and Finance (MEF) of the Government of Peru officially took on the role of GCF NDA.

OBJECTIVES OF THE ASSIGNMENT

As a trusted advisor to the Government of Paraguay, GGGI seeks to hire an experienced International Climate Funds (ICF) Liaison consultant to assist the Vice Ministry of Economy and Planning in fulfilling its new role as the GCF National Designated Authority (NDA) and focal point for international climate funds and partners.

SCOPE OF WORK

The ICF Liaison will work closely with the General Directorate of International Cooperation (DGCID) across the following areas:

1. Support the General Directorate of International Cooperation:

  • Assist the DGCID in coordinating international cooperation initiatives.
  • Assist DGCID in complying with international climate funds’ requirements, monitoring and reporting processes.

2. Support MEF access the GCF Readiness and Preparatory Support Program:

  • Assist the DGCID and GGGI to design and develop a Readiness and Preparatory Support Program proposal to access the 2024 budget envelop
  • Assist the DGCID to address the GCF’s comments to speed up the approval of the Readiness proposal

3. Project Coordination:

  • Manage, evaluate, monitor, and follow up on the presentation of projects to international climate funds.
  • Develop and maintain an updated map of sustainable finance projects in Paraguay, including focal points and main activities.
  • Coordinate meetings and workshops for the MEF/DGCID and other internal departments of the ministry.
  • Serve as the main point of contact for inquiries and questions related to GGGI-MEF sustainable project activities.
  • Prepare necessary reports for donors and MEF.
  • Act as the primary coordinator between the MEF and the GGGI team.

4. Technical and Logistical Support:

  • Provide technical and logistical support for managing sustainable projects within the framework of the MEF’s role as NDA.
  • Ensure MEF/DGCID expectations are articulated and understood, supporting the participation of key stakeholders in the country, including organizing and supporting bilateral meetings and materials.

5. Guidance and Expertise:

  • Provide guidance to the DGCID on the processes and procedures of international climate fund’s mechanisms and processes.
  • Conduct background investigations, contribute input for proposals, and consult with interested parties as necessary to determine the scope and development of the program between GGGI and Paraguay.
QUALIFICATIONS / EXPERIENCE / EXPERTISE
  1. University degree (bachelor’s degree or equivalent) in economics, environmental engineering, international development or related areas;
  2. At least 5 years of professional experience working with the public or private sustainable development sector.
  3. Previous work experience in MEF or development banking will be valued.
  4. Strong understanding of Paraguay’s climate change plans and objectives.
  5. Fluency in Spanish and English is required.
ADMINISTRATIVE INFORMATION
  • This position requires to work at least three days s within MEF´s International Cooperation Direction located in Asunción, Paraguay.
  • During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the GGGI LAC Green Investment Officer.
