The Transparency International Secretariat is currently seeking a Project Manager (50%) to manage the closure of our ‘”Promoting active citizen engagement to fight against corruption in South Eastern Europe” (ACE) project, funded by the German Ministry of Foreign Affairs, in our Projects Team.

 

The overall objective of the project is to enable rights holders and duty bearers in Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia to participate in the fight against corruption towards improving the quality of democratic governance in the Southeast Europe. More specifically, the project applies a two-folded approach:

– targeting civil society to enable them to pursue their rights and to reject corruption through Advocacy and Legal Advice Centres (ALACs) and

– supporting advocacy actions oriented towards duty bearers to strengthen institutional frameworks that fight corruption.

 

The role requires a highly motivated and organised professional with sound experience in complex project management, donor relationship and reporting, monitoring, evaluation and learning (MEL) and excellent co-ordination and communication skills.

 

The two-year project started in July 2022 and is due to close in June 2024. This role will be responsible for managing the project to successful closure during its last nine months.

 

The successful candidate will be offered a contract limited for up to ten months, when the available funding ends.

Role Purpose: The Project Manager (ACE), is responsible for ensuring smooth implementation of the project, coordinating the work flow, financial and administrative management of the project and ensuring that agreed goals, best practice standards in project management and MEL, donor obligations and TI-S regulations are met relating to the project implementation by TI-S and partners. In particular, this role will manage successful closure of the project, including delivering a high-quality closing workshop and donor reporting.

Band: Band: PF2, Salary starting at €21,000 p.a.

Starting Date: As soon as possible (September 2023)

Contract Duration: Currently we can offer an employment contract limited for ten months

Working Hours: part time [50%; 20 hours per week]

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Projects Team, the Project Manager (ACE) will:

  • Coordinate day-to-day project implementation of the ACE project, including activity planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures, and striving for high-quality outputs and the greatest possible impact of project activities.
  • Coordinate the preparation of all project management tools (project calendar, workflows, team collaboration plans, stakeholder and risk management, reporting documentation and MEL) together with relevant colleagues in other TI-S teams including Policy and Advocacy and Communications
  • Work in close collaboration with the ALACs and Whistleblower Protection Lead and co-implementing partners, to support successful implementation of the project, particularly in efforts to monitor and evaluate project impact, plan advocacy and knowledge interventions and communication/outreach activities, and share experience across activities.
  • Coordinate the organisation of institutional meetings and events as per the project calendar and ensure the timely and cost-effective execution of project activities and the organisation of related events, including an in-person meeting with implementing partners and the final online project workshop.
  • Collaborate and communicate regularly with the Finance team to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues.
  • Ensure work deliverables meet quality standards and donor compliance requirements, and proactively seek input from relevant internal experts as needed.
  • Successfully manage the project to closure with high standards of reporting and data and documentation for MEL and knowledge management purposes.
  • Coordinate donor engagement and relationship management in relation to the project, and work closely with the Fundraising Team to further TI-S efforts aimed at securing follow-on resourcing to continue the project.
  • Build project relationships with external counterparts, communities of practice and stakeholders; contribute to external communications and media work as needed.
  • Contribute to the overall functioning of the Projects Team by providing proactive and ad hoc support where necessary.

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

  • University degree in business administration, management, finance, social science, public administration, economics, or another relevant field
  • 5+ years of project management and reporting experience with donor-funded projects in the civil society field – preferably with an International NGO or International Organisation – with demonstrated in-depth knowledge of project management best practices.
  • Familiarity with donor rules and regulations, with previous German Ministry of Foreign Affairs experience an advantage
  • Solid understanding of project MEL and results-based management approaches; and proven track record of supporting project learning
  • Demonstrable experience of gender mainstreaming and incorporating inclusive approaches in project and knowledge management
  • Experience with and/or a good understanding of advocacy and knowledge management concepts and processes
  • Solid understanding of budget/financial management processes (working in collaboration with Project Accountants)
  • Excellent organisational skills, structured approach to task management and ability to effectively manage complex projects in a fast-paced and dynamic environment
  • Strong interpersonal skills and ability to communicate effectively with a wide range of external and internal stakeholders, and build collaborative relationships and informal influencing for project success
  • Strong communication, teamwork and intercultural competencies, diplomacy, and political sensitivity
  • excellent oral and written communication in German (essential – all donor communication is in German)
