The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.

Overall purpose of the role

The Danish Refugee Council (DRC) is leading a consortium of partners in implementation of the EU-funded programme BORESHA NABAD across Mandera, Kenya,Dollo Ado, Ethiopia and Gedo, Somalia. Building upon BORESHA I, II and III, BORESHA NABAD is centered on enhancing the effectiveness of conflict prevention andmitigation, disaster risk reduction and management, and resilience-building in cross-border communities.

DRC is partnering with Rural Agency for Community Development (RACIDA), Voice for Peace for All in the Horn of Africa (VOPA) and Mandera Women for Peace and Development (WFPD) to deliver BORESHA NABAD. DRC is seeking a dynamic and self-motivated individual to lead on partnership management and coordination within the BORESHA programme with the overall objective of building a consortium based on the principle of equitable partnerships. The role will be responsible for developing the project systems and approaches for ensuring an effective partnership management and coordination, from partnership identification through to capacity strengthening and sub-award oversight

Key responsibilities

  • Lead on designing and coordinating BORESHA partner capacity development initiatives, ensuring robust coordination between support services and programmes as well as across DRC country operations to ensure transfer of knowledge and skills under the principle of equitable partnerships.
  • Lead on partner engagement during proposal design, project award, project start-up and closeout processes, in line with relevant BORESHA stakeholders.
  • Lead on developing guidance, standard templates, and toolkits to ensure timely submission of partner narrative and financial reports.
  • Lead in cascading knowledge to other DRC entities on BORESHA partnership administrative processes.
  • Be responsible for the information and sub-award grant management for all partners under BORESHA-NABAD, ensuring compliance with EU and DRC requirements.
  • Be responsible for the day-to-day budget management of subawards, including financial reporting, documentation, disbursement management and providing technical support and guidance.
  • At the direction of the of Chief of Party, take the lead on partnerships and sub-award risk and issues management, ensuring timely identification and the development of robust response actions in line with DRC’s operational risk management instructions.

Qualifications and Experience

  • Bachelor’s degree in political science, international development, economics, or other relevant fields.
  • Practical training or courses in partnerships principles and capacity-strengthening
  • Minimum 5 years’ experience working on implementation of complex projects, including grant management, project management and/or capacity development.
  • Experience delivering targeted and high-quality technical training and capacity building, including in settings with remote technical management.
  • Excellent organisational and planning skills, including capacity to prepare logical, coherent and consistent content (proposals, budgets, log-frames, reports).
  • Proven ability to work independently, with a clear understanding of risk escalation requirements.
  • Proven ability to propose creative solutions to challenges, and proven ability deliver results within a flexible and adaptive framework.
  • Successful experience working within culturally and politically diverse teams and institutions, in a fluid and dynamic environment.
  • Excellent written and verbal communication skills, including ability to engage diplomatically.
  • Fluency in written and spoken English essential, fluency in Somali an advantage

Conditions

Contract: Two years contract ,Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Employment band G1 Non Management, Un-accompanied

Availability: January 2024

Duty station: This position is based in Nairobi, Kenya frequent travel to Mandera, Dollow and Dollo Ado
